This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Reporting to the Head of the office, the Planning, Monitoring and Reporting specialist will lead on the Strategic Note finalization and annual work plans of the office and lead coordination and provide technical support to the UN Women programme team on strengthening monitoring, evaluation and reporting aspects of its activities and results. The specialist will also work closely with the Head of the office to support UNCT coordination and reporting, particularly the UN Gender Theme Group through application of results-based programme planning and management with an emphasis on the United Nations Sustainable Development Country Framework (UNSDCF) processes.

Under the direct supervision of Country Representative, the UN Volunteer will undertake the following tasks: Provide technical support to the Country Representative in strategic planning for the UN Women China office • Provide technical support on the formulation of concept notes for UN Women's intervention areas; as well as the office’s strategic note, 2021-2025; • Develop country programming processes and products, including the annual work-plan, strategic note, and programme/ project documents, the implementation of UNSDCF and other UN system joint programming documents. • Follow up on required action/outstanding issues and report on outcome/ result. Alert the Country Representative/ CO on critical issues to be addressed. • Liaison with RO planning and M&E specialists to ensure alignment to the corporate standards related to planning, monitoring and evaluation. • Prepare briefing notes, and any other strategic notes or documents for the Un Women Head of Office

Provide technical support to the Country Representative on inter-agency coordination • Participate in and provide support to joint inter-agency UN planning processes and similar exercises. • Prepare briefing materials for the office on issues to be discussed in the UN and other events and meetings. • Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Women’s programme experiences. • Leading drafting and finalization of reporting requirements to the UNCT in consultation and collaboration with UN Women programme team as needed • Provide substantive support and representation at conferences and meetings, joint programme development, joint advocacy, and research in collaboration with the Country Representative as required. • Support coordination of UNGTG including drafting and monitoring of work plan and its implementation, coordinating key activities among agencies, reporting, organizing meetings, etc.

Provide guidance and technical support in incorporating monitoring and reporting into programme formulation and overall management of tracking, monitoring, and reporting on results • Provide technical support and quality assurance of programme documents through review of results frameworks (aligned to SMART indicators), M&E plans and estab-lishment of M&E mechanism in the programme design phase working closely with the programme teams. • Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; ensure use of relevant evaluation findings, conclusions and recommendations are incorporated to programme formulation. • Coordinate and finalize annual work plan monitoring, reviews, and reporting. • Provide technical and hands-on support to programme teams in developing Monitoring Frameworks (PMFs) including targets and indicators as well as Baseline Surveys. • Draft and finalize UN Women annual report as well as other corporate reporting requirements as per set deadlines/timelines • Ensure the availability (including collecting and maintaining) of data for related reporting requirements, mid-term reviews, and final evaluations.

Facilitate knowledge management and capacity development related to planning, Monitoring, evaluation, and reporting • Manage the development and dissemination of good practices and lessons learned; ensure incorporation into programme planning. • Undertake capacity development of UN Women China team, particularly for strengthening results-based planning and M&E of programmes and projects. • Promote the awareness and understanding of the shared responsibility of Monitoring & Reporting among all staff members through communication, training, learning and hands-on technical assistance. • Quality assurance of China office’s inputs and reporting requirements to UNCT and corporately (i.e., annual report, quarterly report, etc.) • Establish and manage database of office’s knowledge products, planning and programme management tools and resources • Supporting the undertaking of the evaluation that are planned in close collaboration with the team and helping to share/use findings and recommendations to inform programming, further M&E strengthening, etc.

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs • Quality and timely support to the office in planning processes and development of results-based and strategic notes and annual work plans; • Quality guidance and leadership provided to UN agencies; • Increase in Gender Equality and Women’s Empowerment (GEWE) issues incorporated into UN agencies activities. • Supported and participated in key coordination mechanisms and ensure its effectiveness and functions in line with UN women’s roles and mandate. • Timely and quality technical support on results based planning, monitoring and reporting to the programme team and partners in line with work plan • Quality and timely systems for tracking/monitoring developed and implemented • Timely synthesis and submission of quality and accurate reports • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

• At least 7 years of progressively responsible experience working on strategic programme planning processes and results-based planning and management.
• Demonstrated experience in monitoring and reporting of programmes including development of M&E mechanisms (indicators, targets) of programmes; • Experience working in gender equality and women’s rights at the international level is an asset; • Experience in development of annual reports and document is desirable • Experience working within the UN system, Agencies, Funds or Programs is preferred • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

The National UN Volunteer receives a standard volunteer living allowance (VLA), which is intended to cover their accommodation and basic living expenses. In China the VLA is 9,490.08 RMB per month. The National UN Volunteer is entitled to an excellent health, life and disability insurance package. A modest Settling-in Grant and end of assignment allowance will also be provided, along with travel to and from the duty station. International travel to duty station will not covered by UNV. The National UN Volunteer is entitled to 2.5 days personal leave per month and government official holidays.
