Overview

Support planning, monitoring, and evaluation functionality at UNICEF Egypt.

You have:

  • Minimum of 2 years of relevant experience in planning, monitoring, and evaluation of development programs.
  • Proficiency in data analysis tools such as Python, R, or STATA.
  • Excellent communication skills, both oral and written.
  • Familiarity with database management, especially Microsoft Access.
  • Integrity and professionalism in all dealings.

Contract

This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The local UNV will work in the PME Section of UNICEF Egypt Country Office- Cairo, interacting with all staff in carrying out the responsibilities noted below in para. 14. They may also interact by email/phone with UNICEF M&E staff in the Middle East North Africa regional office in Amman, and occasionally with other M&E staff in other UNICEF offices in the MENA region.

Within the direct supervision of the PME Chief and M&E Specialist and in close collaboration with all UNICEF Egypt Country Office (ECO) Programme sections, the UN Volunteer Planning, Monitoring and Reporting Officer will undertake the following tasks:

1.Planning activities

1.1 Support the RBM capacity development to ECO staff and partners 1.2 Support in the coordination, development, and amendments of UNICEF Programmatic rolling workplan and UNCT Joint workplans 1.3 Monitor the status of the Annual Work Plans (AWPs) and amendments with relevant sections, as required 1.4 Support the UNICEF ECO in the rollout and adoption of the UNICEF global e-Work Planning module for Country Offices on UNICEF systems 1.5 Support the UNICEF ECO in evaluation and gender coding in UNICEF systems. 1.6 Support the UNICEF ECO in Preparing for the UNICEF CMT, PMG, UNCT, HACProgramme Man-agement Team and M&E Team meetings and completing required deliverables including MOMs.

2.Monitoring and Reporting Activities

2.1 Support UNICEF ECO staff and partners in developing and testing digital, remote monitoring and reporting tools for developmental and humanitarian programs. 2.2 Support the mentoring of ECO staff and monitoring the quality of Field and Program monitoring visits. 2.3 Support data analysis and data management capacity building activities for UNICEF ECO human-itarian and developmental Programs 2.4 Support ECO staff and field coordinators in data analysis and maintenance of the pro-ject/Programme level M&E, MEAL and MIS systems. 2.5 Support the quality assurance of Programme documents prior to submission to the Pro-gramme Review Committee and developing logical frameworks for proposals and Programme documents. 2.6 Compile, clean and analyze monitoring data for governmental and non-governmental partners (this implies analyzing large and complex data set). 2.7 Support the coordination of inputs (indicator progress and narrative) and write up of the Coun-try Office Annual Reporting (COAR) and One UN reporting processes. 2.8 Lead data input completion on the UNINFO platform. 3. Research and Evaluation

3.1 Support UNICEF Egypt Country Office to develop quality TORs for developmental and devel-opmental Programme research and Evaluations. 3.2 Support the development, review and quality assurance of TORs, inception report, protocols and draft reports for Research and Evaluations. 3.3 Support Program staff in the development and use of innovative tools for dissemination, visual presentations and uptake of research and evaluation findings.

Results/Expected Outputs: 1. Prompt completion of assigned tasks with quality and attention to detail 2.Effort made to acquire rapidly familiarity with UNICEF PME-related Procedures, demonstrate proactive approach by taking initiative to work more efficiently or effectively. 3. The development of capacity through coaching, mentoring and formal on-the-job training, 4. A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in -and capacities developed.

Planning, Monitoring and Evaluation in development programs. The incumbent must be a dynamic, multi-functional person, who supports UNICEF with professionalism, dedication and client orientation, and who must be willing both to work on programmatic/substantive aspects and to provide operational/logistical services. The following qualifications are required: 1. Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members and au-thorities at different levels; 2. Excellent oral and written skills; excellent drafting, formulation, reporting skills; 3. Excellent ability to quickly grasp and synthesize inputs; Solid overall computer literacy, in-cluding proficiency in various MS Office applications (Excel, Word, etc.); 4. familiarity with database management and development (Access); good skills in data analy-sis (Python, R and/or STATA) and with open data kits such as Kobo; 5. Desirable: experience with project development and management, monitoring and evalua-tion, human rights-based approaches, capacity development approaches, are all assets;
