Expected duration- The duration of the consultancy is until 30 June 2023, renewable subject to satisfactory performance and availability of funds. - Remuneration for this consultancy is based on equivalent to G17 and will depend on the qualifications and experience of the candidate. - The consultant will be paid (JOD1,156.60) monthly.

Duties and Responsibilities- Introduces and develops Programme Planning, monitoring and evaluation (M&E) tools, modules, working papers and guidance notes for the effective implementation of the Protection programmes. - Leads on the institutional capacity building for planning, monitoring and evaluation, and develops relevant tools for monitoring and reporting activities in the programmes following UNRWA guidelines. - Keeps abreast of developments in grant/programme changes and progress in order to recommend tools and strategies to increase programme performance and improve results. - Oversees the conducting of research interventions within and outside of UNRWA Programmes and activities and participates in them as required; finalizes and provides clear, complete, and accurate summary reports. - Regularly monitors UNRWA’s collected data and trends, conducts analysis, and prepares the information into formats appropriate for presentations, advocacy, and briefings such as power point presentations, graphs, and charts etc. - Works on the development of log frames, work plans and targets throughout the programme cycles including project designs and in relation to protection strategies and programming. - Identify lessons learned and develop case studies to capture qualitative outputs of the programme; provides advice to the supervisor on improving programme performance using M&E findings. - Ensures that evaluations are effectively coordinated, and recommendations are communicated to the relevant partners for implementation, with advice on the Implementation Plan and follow-up action for future programming. - Provides other operational support as required, particularly to address gaps in protection and emergency operations. - Performs other duties as may be assigned by the supervisor.

Qualifications/special skills- An advanced university degree from an accredited educational institution in the fields of social sciences, statistics, economics, development, planning or similar. - A minimum of 5 years of relevant professional experience in any of the following areas or in a combination of the following areas: programme/project planning, monitoring, evaluation, and results reporting. - Relevant experience in a UN system agency or organization.
