UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

No regular official travel is expected to be associated with performing the functions.

Office/Unit/Project Description:

A four-year Joint Programme of the Government of Liberia and United Nations is being funded by the European Union under the Spotlight Initiative. The primary purpose of the programme is to reduce the prevalence of sexual and gender-based violence and harmful practices and increase women’s and girls’ access to sexual and reproductive health and rights, in line with the objectives of the Spotlight Initiative.

The programme will be implemented in the five most-affected counties of Liberia by the Government of Liberia and UN entities, the Office of the Resident Coordinator, Office of the United Nations High Commissioner for Human Rights (OHCHR), UN Development Programme (UNDP), UN Population Fund (UNFPA), UN Children’s Fund (UNICEF) and United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) and partners.

The communications component will ensure the Spotlight Initiative is highly visible. Realization of this objectives will help create public engagement on the issues, in turn creating public demand for greater political accountability; as well as achieving donor recognition. It will also raise awareness among policymakers and CSOs to drive action to end SGBV/HPs. The communication work is cross-cutting where the incumbent of this post will be leading on as per the Communication and visibility plan of the Spotlight Initiative under the supervision of the country Spotlight Coordinator.

Purpose of Assignment: The CO oversees communication for the Spotlight Initiative and coordination will take place through recruiting IUNV. After three attempts to recruit the UNV, no candidates accepted the offer. Accordingly, the CO needs to hire an individual contractor to do the job as any delays entails reputational risk especially with the increasing expectations from the main donor, the EU.

Institutional Arrangement:

Planning, Evaluation, and Innovation/Communications Specialist works under the direct supervision of the UNDP Team Leader for Governance, and the overall supervision of the Deputy Resident Representative for Programme.

Duties and Responsibilities

Scope of Work

Summary of key functions:

  1. Coordinate all communication activities among implementing partners based on an approved strategy.
  2. Building Capacities internally and externally.
  3. Increase visibility and engagement of target audience.

1) Coordinate all communication activities among implementing partners based on an approved strategy:

Develop, update, and support the implementation of the Spotlight Initiative communication Strategy and work plan including:

  • Social media;
  • Visibility plan.

2) Building Capacities Internally and externally:

  • Develop the training material and organize a two-days’ workshop for reporters to introduce them to the Spotlight Initiative, story ideas and the Initiative’s thematic issues.
  • Organize a communication training for Spotlight Implementing partners on storytelling and branding at least once per quarter.

3) Increase visibility and engagement of target audience:

  • Development and dissemination human interest stories.
  • Produce social media updates on Spotlight Initiative.
  • Create and regularly update the media/reporters' database for Spotlight Initiative.
  • Organize the intervention for engagement with locally based media editors, community radio managers, Local Voices, to meet with heads of UN agencies, European Union and program leads for a briefing and updates on the programme.
  • Draft and disseminate for publishing in a local / regional media a monthly OpEd / article covering the spotlight in Liberia.
  • Organize a quarterly field trip for journalists on impact of Spotlight Initiative in the five targeted counties.
  • Support the Spotlight Initiative programme team to develop contents for fact sheets, press releases, fliers and other materials showcasing Spotlight Initiative implementation.
  • Undertake editing, formatting, illustrating of Spotlight Initiative documents and reports as requested by the supervisor.
  • Prepare Summary report for all achievements during the reporting period including media monitoring and social media engagement.
  • Review, edit and design Spotlight visibility materials for all RUNOs and implementing partners as per agreed Strategy and Calendar of Events. Organize and oversee production of materials.

Required Skills and Experience

Min. Academic Education

  • An advanced university degree (Master’s degree or equivalent) in Mass Communication, Journalism or another related field.
  • A first-level university degree (Bachelor’s degree) combined with two additional years of experience may be accepted in lieu of an advanced university degree.

Min. years of relevant w****ork experience

  • Five years of professional work experience (with Master’s degree or equivalent) or seven years of professional work experience (Bachelor’s degree) at the national and international levels in the area of communication.

Required skills

  • Photography, writing skills and use of publishing tools such as adobe software.
  • Experience in the usage of computers and office software packages (MS Word, Excel, powerpoint, Teams etc.)

Desired additional skills

  • Mass Communication, journalism experience is desired.
  • Project management and coordination is desired.
  • Experience working with national counterparts including the donor-EU is desired.
  • Experience training/capacity building for personnel is desired.

Required Language(s) (at working level)

  • Fluency in English (written and spoken) is required.
  • Knowledge of the local language of the duty station or another official UN language is considered as an asset.
