Background

Background Information – Lebanon UN Women has been operating in Lebanon since 2014, with a presence established in 2015. In Lebanon UN Women across the humanitarian-development-peace and security nexus to support national efforts for the achievement of the 2030 Sustainable Development Agenda. To create an enabling environment for the realization of gender equality and women’s empowerment, UN Women advocates and supports social mobilization for legislative reform, works with the Government of Lebanon and partners to build gender responsive institutions, and delivers essential services to women and girls in need - host government nationals and refugees. This is complemented by work that seeks to engage communities, women and men, on issues of gender equality with the objective of addressing discriminatory gender norms. Reporting to the Country Representative, the Planning and Coordination Specialist will oversee the office’s work on strategic programme planning, inter-agency coordination, monitoring and reporting, programme management and resource mobilization and partnership building.

Duties and Responsibilities

1. Provide support to the Country Representative in strategic planning for the office

  • Provide advice on the formulation of concept notes for UN Women's intervention areas; as well as the office’s strategic note;
  • Develop country programming processes and products, including the annual workplan, strategic note, and programme/ project documents, the preparation of United Nations Development Assistance Framework (UNDAF) and other UN system joint programming documents;
  • Follow up on required action/outstanding issues and report on outcome/ result. Alert the Country Representative/ CO on critical issues to be addressed.

2. Provide technical support to the Country Representative on inter-agency coordination

  • Participate in and provide support to joint inter-agency UN planning processes and similar exercises;
  • Prepare briefing materials for the CO on issues to be discussed in the UN and other events and meetings;
  • Provide analysis and advice to Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT;
  • Prepare inputs to Common Country Assessment (CCA)/ UNDAF and other documents;
  • Support the ranking and review process of UNCT Gender Equality Marker
  • Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Women’s programme experiences;
  • Provide substantive support and representation at conferences and meetings, joint programme development, joint advocacy and research in collaboration with the Country Representative.

3. Manage the monitoring and reporting for the Country Office

  • Recommend and establish programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;
  • Manage the monitoring of mutually agreed results frameworks and performance indicators;
  • Coordinate the process of gathering information and preparing progress reports on programme implementation; prepare technical reports;
  • Prepare programme team for audits and monitor implementation of audit recommendations;
  • Provide training on results-based management to office staff, as necessary.

4. Provide technical support to the implementation of the Country Office programme

  • Guide the development of the CO programme, and provide technical support to the design and formulation of programme/ project initiatives;
  • Provide feedback to project/ programme strategies and documents, workplans, case studies and related knowledge products and publications, as needed;
  • Provide technical advice on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting;
  • Evaluate proposals and oversee the preparation of donor proposals and reports;
  • Review programme annual work plans to assure compliance with UN Women programme goals and results-based indicators;
  • Review reports on activities, outputs and outcomes; and compile information in preparations of country office donor and UN Women reports;
  • Align programme activities with operations team in close liaison with Operations Managers.

5. Provide technical support and guidance to the development of strategic partnerships and resource mobilization efforts

  • Manage activities and other promotional events to engage bilateral and multilateral institutions/ donors, private sector and civil society to expand and/or sustain interest and resources for UN Women programmes and joint UN system programmes;
  • Provide support and advice to the Country Representative in forging and implementing strategic partnerships to increase outreach on UN Women’s work in country;
  • Provide guidance and advice to development partners and national counterparts on implementation of key UN frameworks and conventions on gender equality;
  • Provide network and capacity development to partner Civil Society Organizations and other stakeholders.

6. Project Management for the Women’s Peace and Humanitarian Fund (WPHF)

  • Manage the implementation and management of the WPHF project
  • Manage monitoring of the project implementation and finances using results-based management tools
  • Ensure timely donor and quarterly reporting
  • Management of human and financial resources of the WPHF
  • Manage advocacy, knowledge building and communication effort

  • Quality inputs and technical support provided to UN agencies;
  • Quality inputs to planning processes and reports;
  • Quality briefing notes, and communication and advocacy materials;

Required Skills and Experience

Education and Certification:

  • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field OR
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree is required.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience working with inter-agency coordination and strategic programme planning processes and programme management
  • Experience in the development, planning, implementation, monitoring and reporting of programmes is required;
  • Experience working in gender equality and women’s rights at the international level is an asset;
  • Experience working in developing countries within the UN system, Agencies, Funds or Programs is an asset;
  • Experience working in Lebanon or similar setting is an asset.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of another UN official working language is an asset.
  • Knowledge of Arabic and/or French is an asset.
