Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has been operating in Lebanon since 2014, with a presence established in 2015. In Lebanon UN Women across the humanitarian-development-peace and security nexus to support national efforts for the achievement of the 2030 Sustainable Development Agenda. To create an enabling environment for the realization of gender equality and women’s empowerment, UN Women advocates and supports social mobilization for legislative reform, works with the Government of Lebanon and partners to build gender responsive institutions, and delivers essential services to women and girls in need - host government nationals and refugees. This is complemented by work that seeks to engage communities, women and men, on issues of gender equality with the objective of addressing discriminatory gender norms.

Reporting to the Head of Office, the Planning, Coordination and Resource Mobilization Specialist will oversee the office’s work on strategic planning, monitoring and reporting, and inter-agency coordination, resource mobilization and programme management support.

Duties and Responsibilities

****1. Provide technical support to the Head of Office in strategic planning for the office****

  • Provide technical inputs and coordination support for strategic planning processes of UN Women Country Office, including preparation and finalization of Strategic Note and work plan of CO
  • Provide technical inputs on the formulation of concept notes and programme/ project documents for UN Women's intervention areas
  • Provide input to inter-agency/UN-system level strategic planning processes, including the preparation of United Nations Sustainable Development Cooperation Framework (UNSDCF), joint work plans, and other UN system joint programming documents;
  • Follow up on required action/outstanding issues and report on results, and strategic planning related areas. Alert the Head of Office/ CO on critical issues to be addressed.
  • Provide technical support to monitoring and reporting responsibilities in the office, including the establishment of criteria
  • Coordinate the process of gathering information and preparing progress reports on programme implementation; prepare technical reports;
  • Prepare programme team for audits and monitor implementation of audit recommendations;

2. Provide technical support to the Head of Office and office on inter-agency coordination

  • Participate in and provide support to inter-agency efforts to mainstream gender into Cooperation Framework processes, including planning, monitoring, reporting and evaluation;
  • Prepare briefing materials for the CO on issues to be discussed in the UN and other events and meetings;
  • Provide technical input and analysis to Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT as needed;
  • Provide coordination support related to the Gender Theme Group as needed
  • Provide technical support to UNCT in monitoring and reporting and advancing gender mainstreaming accountability tools and frameworks, such as the UNCT-SWAP GE Scorecard and the UNCT Gender Equality Marker
  • Provide substantive support and representation at conferences and meetings, joint programme development, joint advocacy and research in collaboration with the Head of Office;
  • Identify programmes that have the opportunity to be scaled up, harmonized and coordinated; and,
  • Liaise with the RO and HQ UN System Coordination teams as needed.

3. Provide technical support and guidance to the development of strategic partnerships and resource mobilization efforts

  • Provide technical support in the implementation of activities and other promotional events to engage bilateral and multilateral institutions/ donors, private sector and civil society to expand and/or sustain interest and resources for UN Women programmes and joint UN system programmes;
  • Provide support and advice to the Head of Office in forging and implementing strategic partnerships to increase outreach on UN Women’s work in country;
  • Provide guidance and advice to development partners and national counterparts on implementation of key UN frameworks and conventions on gender equality;
  • Provide network and capacity development support to partner Civil Society Organizations and other stakeholders as needed.
  • Identify programmes that have the opportunity to be scaled up, harmonized and coordinated

4. Manage the project for the Women’s Peace and Humanitarian Fund (WPHF)

  • Manage the implementation and management of the WPHF project
  • Manage monitoring of the project implementation and finances using results-based management tools
  • Ensure timely donor and quarterly reporting
  • Manage human and financial resources of the WPHF
  • Manage advocacy, knowledge building and communication efforts as needed

  • Timely and quality contribution to the UNCT and other working groups and other coordination meetings;
  • Quality inputs and technical support provided to UN agencies;
  • Quality briefing notes, and communication and advocacy materials;
  • UN Women partners, including donors provide good feedback on their working relationship with UN Women, based on evaluations and assessments;
  • Increased awareness of UN Women’s work;
  • Timely implementation of WPHF project

Required Skills and Experience

Education and certification:

  • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least 5 years of progressively responsible experience working with inter-agency coordination, strategic planning processes;
  • Experience in the development, planning, implementation, monitoring and reporting of programmes/projects;
  • Experience working in gender equality and women’s rights at the international level is an asset;
  • Experience working in developing countries within the UN system, Agencies, Funds or Programs is an asset;

Language Requirements:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
  • Knowledge of Arabic and/or French is an asset.
