Purpose for the job

Under the supervision of the P4 Deputy Representative, performs a variety of specialized tasks to support the planning, and programming processes as well as specialized tasks of the analysis, preparation, monitoring, guidance and control of the budget, involving several different sources of funds for the Country Office. Under the supervision of the Deputy Representative coordinates the process of preparation of donor reports and office end of the year report, especially regarding results assessment module and summary narrative.

Key functions, accountabilities and related duties/tasks

  1. Collects information mainly from records and reports and prepares periodic and ad hoc reports in support to planning and monitoring programme activities.
  2. Monitors and updates the planning structure in VISION/SAP
  3. Organizes data and information, prepares and maintains records, documents and control plans for the planning and monitoring of programme implementation focus on funds-
  4. Contributes to the preparation of planning and reporting documents and submissions to donors by providing information, preparing templates and tools to facilitate this process for all the stakeholders.
  5. Participate in Fund Raising Committee to inform on donor proposal status and actions points and contribute to maintain up to date database on donor communication requirements
  6. Contribute to the preparation of the End of the Year Report, specifically in the RAM assessment module and collecting inputs from the sections to prepare the summary narrative.
  7. Background information for use in discussions with governments and other organizations.
  8. Scrutinizes plans of project programmes and takes appropriate follow-up action.
  9. Carry out specific control tasks for programme planning and monitoring activities.
  10. Provides information on allotment accounts and availability of funds; issues revised sub-allotment; advises and updates allotment lists.
  11. Provides periodic analysis of funding trends in the Country Office: extracting data from various sources and collects information mainly from records and reports and prepares periodic/ad-hoc reports on programme budget
  12. Checks the monthly expenditure reports to ensure that charges are properly allocated, and allotments area not exceeded. Requests clarifications on over-expenditures from programme officers.
  13. Organizes data and information, prepare and maintains records, and control plans for the monitoring of budgets, project/programme implementation funds.
  14. Prepares adjustments, when necessary, to correct inaccurate entries, to transfer funds between accounts, and to liquidate obligations no longer required.
  15. For preparation of the budget: (a) retrieves information on costs of programme elements, such as staff and related costs, from automated files and compiles them in standardized and customized reports; (b) provides information on allotment accounts and availability of funds, issues revised sub-allotment advices and updates allotment lists.
  16. For monitoring of the budget: (a) checks for each sources of funding computer listings of expenditure by programme area and allotment code and compiles information in computerized summarized reports to identify area of over or under expenditure; (b) checks the monthly expenditure reports to ensure that charges are properly allocated, and allotments are not exceeded.

CHILD SAFEGUARDING

Child safeguarding involves proactive measures to limit direct and indirect collateral risks of harm to children, arising from UNICEF’s work, UNICEF personnel or UNICEF associates. The risks may include those associated with: physical violence (including corporal punishment); sexual violence, exploitation or abuse; emotional and verbal abuse; economic exploitation; failure to provide for physical or psychological safety; neglect of physical, emotional or psychological needs; harmful cultural practices; and privacy violations.

Certain UNICEF positions present elevated child safeguarding risks (“elevated risk roles”) and candidates and/or incumbents may be subject to more rigorous vetting and training. Roles may be elevated risk roles because of significant unsupervised direct contact with children, their data, having a role in responding to safeguarding incidents, or being otherwise assessed as presenting an elevated risk. QUALIFICATIONS

To qualify as an advocate for every child you will have:

1. Education

Completion of secondary education is required, preferably supplemented by technical or university studies in industrial engineering and/or budget/accounting.

2. Work Experience

Minimum of 6 years of progressively responsible in planning, budget or programme administrative work is

required.

3. Language

Spanish is mandatory and an advanced level of English is required.
