In line with the established management structure, UNICEF Serbia will pursue excellence in internal management and operations to strengthen the overall performance and achieve results defined in the Country Programme Document. To achieve this, a systematic approach to planning, monitoring and reporting of all UNICEF programmes will be required to meet the corporate requirements on rights and results-based programme management and to support national priorities for the sustainable development goals.

For this purpose, UNICEF Serbia is seeking a national professional Planning and Monitoring Consultant to support the Country Office management to meet internal and external demands on effective and efficient results planning, monitoring and reporting at the onset of the new country programme cycle.

Work Assignment Overview:

The consultant will support the country office in all relevant planning, monitoring and reporting efforts in the initial phase of the new programme cycle, as well as support the year-end annual reporting effort under the guidance of the Deputy Representative.

Duration of the assignment: 5 months (December 2020 – May 2021), full-time, office-based

Task description:

1. Support the quality assurance process for the year-end reporting for 2020.
2. Support the new country programme cycle planning process, liaising with sections to develop 2-year work plans and identify cross-sectoral synergies. Coordinate the inputs to joint UN development framework and UNInfo.
3. Coordinate an office-wide sense-making exercise, mapping out all ongoing projects and evaluate potential efficiencies, merging of projects, reduction in number of implementing partners, and scaling up of previous pilots and modelling projects.
4. Support the organization of the annual management review meeting and preparation of the 2021 Annual Management Plan (AMP).
5. Coordinate the development and roll-out of an effective integrated result monitoring framework for the new programme of cooperation.
6. Conduct regular monitoring of the country office performance dashboard and scorecard for effective programme monitoring.
7. Coordinate and quality assure the annual planning exercise in UNICEF’s Results Assessment Module (RAM 3.0), including tagging of AMP and programme standard indicators.

Knowledge/Expertise/Skills required:

• University degree in Social Sciences, Policy Analysis, Economics, Applied Mathematics or Statistics. Advanced degree will be considered as an asset.
• Two years of relevant professional work experience in programme planning, development and implementation, including monitoring and statistics activities.
• Three years of experience in working with data and statistics, e.g. households and panel surveys, and large datasets is considered as an asset.
• Familiarity with Rights and Results Based Management, costing and budgeting.
• Good knowledge and understanding of country/regional/ global gender equality issues, specifically relating to children and the current trends, methods and approaches.
• Ability to understand, interpret, articulate and present complex data analysis in an easy to understand format.
• Capacity to maintain focus on priorities and deliverables, in the face of pressure, or when things do not go according to the plan.
• Ability to demonstrate flexibility, developing alternate plans in rapidly changing situations, uncertainty and adversity.
• Fluency in both Serbian and English.
