OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization / World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

DESCRIPTION OF DUTIES

Under the direct supervision of the Advisor, National Pharmaceutical Supply Management (PROMESS) and the general supervision of the PAHO/WHO Representative, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide support for the management of health supplies for the PROMESS warehouse; monitor both incoming and outgoing stock,within the stock management system “SAGE”; ensure that stock orders from partners/customers are completed correctly;
  2. Coordinate and prepare physical inventories and produce reports as per established schedules (weekly, monthly, annually) for theMinistry of Health, other partners and PAHO technical programs;
  3. Verify and resolve any discrepancies between the physical stock and electronic records; provide reports with explanations and recommendations, and implement corrective measures to minimize waste and discrepancies;
  4. Review the physical receipts of the pharmaceutical products issued by the storekeepers and send confirmation of receipt of products received, as per standard operating procedures;
  5. Calculate, on a quarterly basis, the average volume and value of products stored for each technical program and partner in close collaboration with the Administrative and Finance Technician as a basis for reporting to and billing partners and programs.
  6. Update the list of pharmaceutical and medical products available for sale on a monthly basis and ensure that information is updated on the PROMESS website;
  7. Develop, plan, and supervise the distribution of requested stocks, including coordinating with the warehouse manager for the timely and correct preparation, loading and transport of the requested stocks; provide distribution reports and other requested documentation to partners on regular basis;
  8. Estimate, calculate and monitor the procurement of pharmaceutical products through PMIS, working in close collaboration with the Administrative & Finance Technician and Pharmacist at PROMESS, and the Procurement and Supply Management Department (PRO) while taking into account national pharmaceutical policies and regulations;
  9. Supervise personnel managing pharmaceutical requests from partners and PAHO technical units; ensure that orders are reviewed and processed in a timely and efficient manner;
  10. Produce and send monthly inventory reports to partners, the Ministry of Health and PAHO technical units, including alerts on products that will expire soon to encourage their timely distribution and use;
  11. Work and collaborate with the warehouse manager to ensure the process of FIFO (First in, First Out) and to set up and monitor alerts for expired products in the inventory;
  12. Respond to requests by PAHO/WHO, the Ministry of Health and partners for information regarding products stored at PROMESS, providing clear information and stock reports; collaborate with partners to organize joint physical inventories as requested;
  13. Participate actively in the development of 6-month procurement plans for PROMESS taking into account historical information on average monthly distributions, pharmaceutical products consummation, stockouts and lead times for delivery while also aligning with pharmaceutical regulations in the country in close collaboration with the pharmacist in charge of quality assurance;
  14. Maintain contact with beneficiary institutions and partners, review and approve requisitions, and advise clients upon request;
  15. Participate in the internal review of all documents and procedures related to the management of supplies and stocks in close collaboration with the pharmacist in charge of quality assurance;
  16. Participate in the coaching and training of pharmacist colleagues in the MSPP/DPMT regarding their role in pharmaceutical planning, procurement and supply chain management and share necessary information to facilitate their learning and involvement;
  17. Participate and supervise pharmaceutical product management in emergency situations in close collaboration with the PHE logistics team;
  18. Serve as back-up in case of absence of the pharmacist in charge of quality assurance;
  19. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a pharmaceutical science or any other field related to the functions of the position, from a recognized university.

Desirable: A diploma or post-graduate degree in public health, pharmaceutical science, quality assurance systems, cold chain management, or logistics and supply chain management would be an asset.

Experience****:

Essential: Five years of national experience in drugs management in the pharmaceutical sector, including stock, cold chain and assurance quality management in the health-pharmaceutical sector.

Desirable: Working experience in the medical stock management within the international systems (UN or NGOs) would be an asset.

  • Theoretical and practical knowledge of the basic principles of pharmaceutical stock and procurement management to include data management, information and reporting.

Languages:

Very good knowledge of French and Haitian Creole with a working knowledge of English.

IT Skills:

Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
