OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme is to help countries and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from disease outbreaks and or public health emergencies.

DESCRIPTION OF DUTIES

Support the management of the health cluster emergency pipeline providing technical oversight on quality assurance for emergency health kits and other pharmaceutical products;Support quantification and forecasting for health cluster emergency pipeline, including a procurement plan and distribution plan;Ensure proper technical documentation for international procurement (certificates of analysis, certificate of good manufacturing practices, certificate of origin,) before importation;Work with the procurement officer to ensure smooth reception of international medical supply orders, with particular attention to efficient Customs clearance and storage;Work with the logistics officer to ensure adequate storage and distribution practices, according to WHO guidance, to maintain the quality of the emergency health kits and other pharmaceutical products;Advise the warehouse officer on standard conditions required to preserve the quality, efficacy and efficiency of pharmaceutical products in the warehouse according to manufacturers' recommendations andWHO good storage and distribution practices, and implement the quality management system;Work with the warehouse officer to monitor and conduct periodic inventory checks, investigate discrepancies and address them appropriately;Participate in internal reviews and updating of standard operating procedures (SOP) and ensure their application;Work with the warehouse officer to ensure timely review and dispatch of monthly requisitions for kits by health cluster partners;Monitor the expiry dates of the emergency health kits and other pharmaceutical products, and ensure that they are distributed way before expiry using the FIFO/FEFO approach;Work with the health cluster coordinator to conduct training for health cluster partners on rational use of emergency health kits and other pharmaceutical products;Monitor the health cluster emergency pipeline performance indicators and advise the cluster coordinator and partners on appropriate corrective actions as necessary;Conduct periodic field visits and spot checks to as certain distribution of emergency health kits by cluster partners and their rational use, and provide appropriate feedback;Participate in health cluster meetings to update partners on available stocks and utilization, and continue to provide guidance on the rational use of the emergency health kits;Work closely with government counterparts to share information on available stocks, identify gaps, support the regular supply chain management, and avoid duplication;Perform any other related duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: A bachelor's degree in Pharmacy or Pharmaceutical Science from an accredited/recognized University. Desirable: Post-graduate qualification in Public Health or Pharmacy or Pharmaceutical Science or Quality Assurance Systems or Logistics and Supply Chain Management or Cold Chain Management would be an asset.

Experience

Essential: At least two (2) years professional experience in Pharmacy including essential medicines, supply chain management, and quality assurance management. Desirable: Working experience for UN Agencies or non-governmental or humanitarian organizations, and involving partners would be an asset.

Skills

Emergency health kits including IEHK, ERHK, cholera kits, TESK, paediatric kits;Capacity building including conducting training for partners;Monitoring, information analysis, and planning;

REMUNERATION

Remuneration comprises an annual base salary starting at USD (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
