Job Description

*Objectives of the Programme and of the immediate Strategic Objective

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health development agendas and emergency/resilience programmes and harmonized with the United Nations country teams.

The objectives of the programme aim to improve the performance of health services delivery as part of health system development by implementing WHO essential medicines and pharmaceutical policies in the country, and national regulatory capacity that promotes access to quality assured medical products within the context of achieving universal health coverage through the following:

  1. Provision of advice to the country in formulating, updating, implementing and monitoring comprehensive national medicines policies.
  2. Strengthen the capacity of national regulatory authority for medical products by assessing regulatory system and proposing appropriate training and technical support activities to meet identified gaps.
  3. Provision of technical guidance to Member State on issues related to access of quality-assured medical products

.*******Organizational context

Under the direct supervision of the health Systems Officer and the overall guidance of the Programme Management Team Lead, the incumbent will monitor the use of medicines, medical supplies and other pharmaceutical related products procured by WHO. S/he will liaise internally with staff in procurement and warehouse management to ensure an efficient workflow of all logistical arrangements for medicines and other health products. Externally, s/he will liaise with Ministry of Health and other partners mainly to react to their requests for medicines and medical supplies but also to alert them of any gaps or upcoming needs for proper inventory management.

Summary of Assigned Duties

  1. Develop and update the national medicines list for the country.
  2. Ensure proper implementation of the essential medicines’ components of the Primary Health Care, Trauma management, Secondary Care and Hospitals work plans.
  3. Monitor the progress made by hospitals and health facilities, including capacity building, procurement of essential medicines and medical equipment and cold chain.
  4. Conduct needs assessment missions on regular basis to identify and analyse deficiencies in medicine supply chain and storage at health facilities and fill the gaps along with accurate and complete documentation for all consignments.
  5. Provide technical advice and information regarding medicines’ procurement, warehousing and distribution to ensure an efficient workflow of all logistical arrangements for medicines and other health products.
  6. Conduct training for public health care staff and implementing partners on national medicines policy, rational use of medicines, good distribution practice, good dispensing practice and supply management.
  7. Review WHO indicators on rational use to provide advice and ensure compliance with WHO standards and guidelines.
  8. Coach national workforce to conduct patient exit interviews to gauge patient knowledge and quality of health service delivery.
  9. Liaise with Ministry of Health and other partners to provide technical advice with regards to medical supplies, cold chain, maintenance and repair of medical equipment.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in pharmacy or public health or related pharmaceutical sciences.

Desirable: Degree in clinical pharmacy. Specialized training in regulation of medical products, emergency management, international aid or humanitarian principles .

Experience

*Essential

At least 2 years of experience required in the area of essential medicines, administration or management of pharmaceutical products. Related experience working in outbreaks and/or other health emergency.

Desirable: Experience in public health or in emergency management. Experience in UN Organizations, international institutions or NGOs is considered an asset.

Skills

  • Knowledge of WHO mandate and goals and procedures and policies
  • Ability to summarize and prepare clear and precise papers and documents.
  • Knowledge of policies and strategies in the pharmaceutical sector.
  • Good skills in the pharmaceutical sector management, drug regulatory and drug chain supply
  • Demonstrated ability to work independently and deliver quality results in pressing and conflicting priorities.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 41,349 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
