BACKGROUND:

UNICEF Country Programme 2021-2024 for Uzbekistan envisages extended support to the Government of Uzbekistan in bringing the “child lens” into Public Finance Management (PFM) processes and budgetary frameworks by promoting the concept of putting the child well-being and child rights at the center. Guided by the UNICEF’s Global Programme Framework “UNICEF’s Engagements in Influencing Domestic Public Finance for Children” (PF4C), the work entails enhancing the effectiveness of all programme components through improved transparency, accountability, advocating for budget allocation in favour of children, support in establishment of monitoring and oversight mechanisms, and enhancing the effectiveness of public spending in child-sensitive social sectors.

PURPOSE:

UNICEF Uzbekistan is seeking PFM/Public Finance for Children Intern to support the Social Policy section’s work related with assisting the Government of Uzbekistan to enhance transparency, adequacy, equity and efficiency of child-focused public investments and financial management. For instance, the Internship envisages assignments with following scope and focus:

  1. Support in collection and analysis and user-friendly presentation of economic and financial data
  2. Support in setting up the SharePoint page that is interactive and presents user-friendly interface for presenting various economic and financial data as well as relevant narrative information
  3. Support in preparing and organizing events, including seminars/trainings, policy dialogues, meetings
  4. Support in advocacy and partnership building with key stakeholders in the area of PFM/Public Finance For Children

TASKS AND DELIVERABLES:

  • Support in data collection, analysis and presentation

    • Support in collection of both quantitative and qualitative data, including developing Excel based templates that allow easy entry of economic and financial data as well as user-friendly interface to retrieve needed data
    • Support in undertaking data-driven budgetary analysis to inform UNICEF’s work in the area of PFM/Public Finance for Children
    • Support in preparing presentations, reports and other information materials that presents economic and financial data in a user-friendly way
    • Support in setting up PF4C page in corporate SharePoint portal
  • Support in advocacy and partnership building

    • Support in mapping the key players and other important stakeholders in the area of PFM
    • Support in undertaking systematic monitoring and analysis of the evolving political, economic and social context of Uzbekistan environment in order to inform UNICEF’s programme and policy advocacy in the area of PFM/PF4C
  • Administrative and logistic support
    • Support in preparing and organizing events, including seminars/trainings, policy dialogues, meetings
    • Other tasks, based on the needs of the team, including obtaining confirmations from partners, preparing summaries of meetings, etc.

MANAGEMENT:

PFM/Public Finance for Children Intern will work under overall supervision of the Social Policy Officer (PF4C).

To qualify as an advocate for every child you will have…

• University student at master’s level or last year in bachelor studies with emphasis on Quantitative methods, Economics, Finances or other related disciplines • Analytical skills and preferably experience in economic and financial analysis • Good knowledge of MS Office applications to perform quantitative analysis as well as to present them in user-friendly ways; Skills and knowledge of following relevant software and tools are preferred but not a must: Power BI, Corel Draw, Adobe creating tools (Illustrator, InDesign, PremierePro etc), MS Office applications and other needed to develop digital and web materials in SharePoint. • Good understanding of the social, political and economic context of Uzbekistan • Ability to work across teams with different perspectives towards common goals • Ability to work and communicate effectively, including excellent writing skills • Excellent written and oral communication skills in English, Russian and/or Uzbek, with a strong preference for both.

PROCEDURES AND WORKING CONDITIONS:

A strong preference is given to office-based work, though work from home is possible, depending on external factors, including epidemiological and other situation in the country. The office will support with internet access only in the case of office-based work and intern will be expected to use her/his own laptop with the necessary applications to complete assignments.

RESERVATIONS:

UNICEF will reserve copy right of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The intern must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.
