Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) supports governments and regional bodies to address their needs and priorities in achieving food security, reducing hunger and malnutrition. This includes developing capacities of National Plant Protection Organizations in fulfilling their legal mandates ensuring suppression and eradication of plant pests and preserving international trade. FAO is currently implementing a project titled “Strengthening Plant Health Services In Tanzania for Enhanced Food Safety. FAO is seeking to recruit a Pesticides Management Specialist to provide technical support in pesticide related regulatory, analytics and capacity building matters.

The post is in the FAO Representation in Tanzania, with the incumbent also working with other units in an integrated and cross-sectoral approach.

Reporting Lines

The Pesticide Management Specialist will work under the overall guidance of the FAO Representative in Tanzania, and that of the direct technical supervision of the Assistant FAO Representative (Programme), and guidance from other technical officers at the FAO Headquarter, Regional and Sub regional offices, and working in close collaboration with other relevant officers at the country office.

Technical Focus

The Pesticide Management Specialist will provide technical support in the areas pertaining to implementation of International Code of Conduct of Pesticide Management and support to the Pesticide laboratory accreditation process.

Tasks and responsibilities

The Pesticide Management Specialist will undertake the following tasks:

• Organize and support stakeholder’s trainings on FAO/WHO International Code of conduct on pesticides management to prevent pesticide risks and accumulation of obsolete pesticides and empty containers • Support the upgrade process and capacity building of laboratory and laboratory personnel in residue analysis to meet the acceptable limits for agricultural commodities intended for export as per FAO Codex for pesticides residues in food; • Conduct technical backstopping of review of SOPs for fumigation of warehouses and pack house and ensure inspection and treatment of facilities for wood packaging materials in compliance to ISPM 15 • Organize and ensure training on guidelines and Codes of conduct relevant to crop quality assurance: Framework for Pest Risk Analysis (ISPM 2), Import and release of exotic biological control agents (ISPM 3); the use of integrated measures in a system approach for pest risk management (ISPM 14), and Good Agricultural Practices (FAO GAP Working Paper Series 13). • Prepare project implementation reports as per TOR • Perform any other related duties

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced University degree in Crop Protection, Plant Pathology, Entomology, and Pesticide Management. • At least 5 years‘ experience working with international/regional organizations, government and national institutions dealing with Sanitary and Phytosanitary Standards, Pesticide Regulatory Initiatives and large scale spray operations • Working knowledge of English and Kiswahili; • National of Tanzania.

Technical/Functional Skills

• Relevant experience Project/Programme development, Project analysis, coordination, management and implementation. • Proven work experience in international, or regional and national organizations. • Good skills in facilitation of workshops, meetings, training and or similar events, and excellent ability to conduct consultations with diverse stakeholders. • Experience in managing and coordinating programmes in Crop Protection, Pesticide Regulations and Management • Demonstrated ability to establish priorities and to plan, organize the work elements in a complex, dynamic and difficult environment. • Excellent interpersonal relations and communications skills. • Ability to gather, organize and analyse information. • Capacity to interact professionally with a wide variety of stakeholders. • Willingness to work extended hours and respond to strict deadlines. • Ability to work with multi-disciplinary teams. • Good communication and computer literacy.
