Organizational Setting

The GEF-funded, FAO-implemented project “Payment for Ecosystem Services to Support Forest Conservation and Sustainable Livelihoods” - GCP /MOZ/117/GFF has the overall goal to promote biodiversity conservation and climate change mitigation in miombo forest ecosystems through the development of a payment for ecosystem services (PES) scheme that supports sustainable use and conservation of forests and wildlife and improves local peoples’ livelihoods.

The project has four components. The first is the improvement of an existing national forest and wildlife revenue sharing mechanism to become more transparent and equitable and integrate Payment for Ecosystem Services (PES). The second component aims to enhance the institutional capacity of the Ministry of Lands and Environment (MTA), in charge of natural forest management, and decentralized government bodies, NGOs and local communities to manage the improved revenue sharing mechanism, including the PES element. The third component, builds on the PES rules developed under the first component, concerns the detailed design and practical testing of the improved government forest and wildlife revenue sharing mechanism in Zambézia Province. The fourth component implements a sound monitoring and evaluation framework and a gender strategy.

While the overall implementation strategy for the project has been set, a clear leadership on how to improve the level of understanding and support the integration of PES at national and local levels are still deficient in the project. Under the first component, the project intends to develop a common set of rules for investing in provision of and compensation for ecosystem services, and promote their adoption by existing government sector funds and revenue sharing mechanisms, including forestry, mining, tourism, agriculture, fisheries, energy, environment and infrastructure. The result of this component will than feed into the capacity development and local implementation (components 2 and 3). The project is at its mid-term and needs to reinforce the ongoing dialogue and speed up its implementation.

Reporting Lines

The consultant will report directly to the Chief Technical Advisor (CTA) of the project, and to the FAO Representative in Mozambique (Budget Holder), and will work under the technical guidance of the Lead Technical Officer), in close collaboration with the National Directorate of Forest (DINAF) of the Ministry of Land and Environment (MTA), as well as with the other members of FAO involved in the project in Mozambique.

Technical Focus

This assignment will focus on supporting the PES/ improved RSM implementation as the main output of the project. The Consultant will develop and manage an effective dialogue with relevant partners to ensure discussions and awareness raising of the subject. He/she will also incorporate and monitor PES/ improved RSM activities in the project work plans and budget and any other related business as required.

Tasks and responsibilities

Outcome 1. National Revenue Sharing Mechanisms (RSM) improved 1. Support the inclusion of PES / improved RSM in the new Forest law and its Regulation. 2. Organize ad-hoc meetings at national, provincial and district levels on PES / RSM improvement. 3. Organize visits with key partners to relevant field sites for PES / improved RSM in Mozambique or abroad, if relevant. 4. Hold individual meetings with sector funds other than forestry and key institutions not interviewed yet to understand current and potential RSM and to foster inter-sectorial dialogue. 5. Produce a document on RSM, PES or related mechanisms that exist in Mozambique. 6. Provide support to the on-going discussions with forestry sector institutions (DINAF/MTA and FNDS) on national inter-sectorial PES mechanism and produce the document of procedures for the establishment of national inter-sectorial PES mechanism. 7. Conduct meetings and presentations with forestry and other sector funds interested in adopting PES rules to harmonize the RSM approaches and develop joint intersectoral legal orientations to introduce PES, as defined in the document of procedures. 8. Support the organization of tests for improved RSM / PES mechanisms in beneficiary communities to inform the discussions, if relevant. Outcome 2. Enhanced human and institutional capacity to oversee and implement improved RSM and/or PES mechanism 1. Participate in discussions of Mozambican initiatives for the elaboration of guidelines for improved CBNR management and governance. 2. Support the INRM Expert in strengthening CBNRs (management and governance of CBOs) to implement improved RSM and/or PES mechanisms and/or the REDD ’s benefits sharing mechanism, including elaboration and follow-up of LoAs (where necessary) for communities’ capacity development. 3. Support DINAF in setting-up meetings with relevant services of all provinces to discuss the results and recommendations of the legal study and the capacity needs assessment (efficiency and effectiveness) of the canalization of 20%. 4. Support DINAF in the finalization of ToRs for “Capacity development programme to improve the canalization of the 20% and strengthen the institutional capacities”. 5. Deliver, in collaboration with DINAF and the INRM expert, capacity development activities for government at national, provincial and district levels and NGO staff, based on the capacity development programme and technical material on SLM. 6. Assist in the development of a national replication plan for improved forestry RSM. 7. Assist in organizing a national seminar to discuss draft national replication plan. 8. Complete PES capacity needs assessment for managers and other sector funds and RSM, if relevant. 9. Complete studies for interested sector funds to review organizational mandates and priorities for PES, if relevant. 10. Support RSM and PES discussions in the existing Provincial and District level multi-sectoral fora.
