Duties and Responsibilities Organizational Setting, Purpose, and Objective:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia and as part of the operation and management of the project of Saudi Environment Sustainability Programme (SESP). SESP delivery agreement includes five strategic areas along with long list of expected outputs and deliverables which are:

A. Institutional development and environmental governance; B. Circular economy and waste management; C. Compliance and pollution control; D. Biodiversity and wildlife; E. Meteorology and climate change.

The program management, monitoring and evaluation is carried out by the UNEP’s Project Management Unit, based in Riyadh, in cooperation with the Ministry of Environment, Water and Agriculture (MEWA) of Saudi Arabia and the environmental executive centres.

Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the respective department in the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia, the Consultant will carry-out, inter alia, the following duties & responsibilities:

a) Suggest and design key performance indicators (KPIs) to the different components of the program in line with the overall objectives and expected outputs of the program. b) Recommend a measuring tool to evaluate meeting the outcomes (strategic objectives) of the program and coordinate testing the tool at the program mid-term review. c) Design, consult and test performance cards for the three categories: 1) the programmatic components, 2) the experts, 3) the governance of SESP. d) Include tools for measuring Age, Gender, and Diversity in the evaluation process. e) Develop TORs and scope of work for building a project management platform that facilitates the overall management of the program and automating the reporting and evaluation processes.

Qualifications/special skills Master’s degree in environmental sciences, monitoring and evaluation, project management, or equivalent is required. A minimum of five (5) years of professional experience in Monitoring and Evaluation (M&E) for programmes or projects is required. Previous similar work experience in development of programme or project key performance indicators and tools is desirable. Good knowledge of result-based management is an added advantage. Strong research and excellent technical writing skills in Arabic.

Languages Fluency in written and spoken English and Arabic is required.
