Background

Organizational Context:

The Bureau of External Relations and Advocacy (BERA) is responsible for positioning UNDP as the world’s leading global development agency, promoting its global authority and thought leadership on sustainable development and the interconnected issues of poverty, inequality, and climate change. BERA leads and supports UNDP in building and nurturing strategic relationships and alliances essential to achieving its mission. Creating strong political and financial backing for UNDP by providing partners and supporters with a clear understanding of what UNDP does and how our mission, capabilities and flagship services relate to them. The Bureau leads UNDP’s work on innovative and diversified partnerships and ways of financing the Decade of Action to achieve the Sustainable Development Goals. It is also responsible for global campaigns on critical development issues, which aim to inform government policies and build partnerships around high-impact solutions. BERA coordinates and sets corporate standards across the functions of partnerships, marketing and communications within UNDP and leads on internal communications.

The Bureau of External Relations and Advocacy is positioned around three service lines; Public Partnership; Advocacy, Marketing and Communications; and Private and Finance Partners, all working in close collaboration and coordination under the guidance of the Directorate and with the support of the Management Support Unit and Strategic Analysis and Engagement team.

BERA has a robust network of Representation Offices (Bonn, Brussels, Copenhagen, Geneva, Tokyo and Washington D.C) and Regional Teams in five hubs (Africa, Arab States, Asia Pacific, Europe and CIS, and Latin American and the Caribbean) co-led with Regional Bureaux, all of which play a critical role in audience centric communications and management and strengthening of relationships with Public and Private Partners to help build a strong brand for UNDP within the local ecosystem.

Job Purpose:

As a voluntarily funded multilateral organization, UNDP is subject to regular performance assessments by its stakeholders. The Multilateral Organization Performance Assessment Network (MOPAN) is a network of 19 Member States with a common interest in assessing the effectiveness of the major organizations they fund. In 2020, UNDP was subject to an assessment by the MOPAN as well as conducted its own Partnerships Survey.

In order to maximize learning from the results of both assessments, UNDP is keen to engage in a detailed analysis of key trends, opportunities, and risks emanating from the assessments; cross-validate the results with other sources of feedback; and identify key areas for improvement.

Duties and Responsibilities

Under the overall direction/guidance of the BERA Public Partnerships Director and direct supervision of the Performance Analysis and Projections Team Leader, the consultant will undertake the following tasks:

  • Provide analysis of the MOPAN Institutional Assessment Report for UNDP, and support preparation of the management response.
  • Provide analysis of the UNDP Partnerships Survey and other relevant assessments.
  • Identify key trends, opportunities and risks emanating from the MOPAN, Partnerships Survey, and other relevant assessments of UNDP.
  • Produce documentation and presentation materials to communicate key findings to UNDP.
  • Perform any other relevant duties as may be assigned.

Expected Outputs and Deliverables:

  • Draft report of key trends, opportunities and risks from the assessment results – 1 month from contract signature or 20 working days;
  • Final report of key trends, opportunities and risks focusing on areas for improvement – 2 months from contract signature or 40 working days;
  • Presentation of key findings to UNDP – 2 months from contract signature or 40 working days.

Required Skills and Experience

Education:

  • Master’s Degree in political sciences, social sciences, international relations, or a development studies related field.

Experience

  • A minimum of 7 years of relevant professional experience in the international development sector with demonstrated experience in performance assessment, preferably within the UN system.
  • Demonstrated experience in research, data analysis, report writing and presentation of key findings to senior management.
  • Excellent communication skills.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal (70%-30%).

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) having received the highest score out of a pre-determined set of weighted technical (CV desk reviews and interviews) and financial criteria specific to the solicitation.

Only candidates who will get a minimum of 21 points in desk review (criteria A, B) will be invited for interviews. Only the top 3 candidates who get a minimum of 70% of points in technical evaluation (= 49 points) (including desk review and interview- criteria A to D) will be invited for the last step: financial evaluation.

Technical Criteria - 70% of total evaluation – max. 70 points:

Desk review of application and interviews based on following criteria.

  • Criteria A (Desk review - Education) – max points: 10
  • Criteria B (Desk review - Experience in data analysis, particularly performance analysis within the UN – max points: 20
  • Criteria C (Interview - Experience and methodology in analytical work and communication of key findings) – max points: 30
  • Criteria D (Interview - language and presentation skills) – max 10

Financial Criteria - 30% of total evaluation – max. 30 points. The following formula will be used to evaluate financial proposal:

  • p = y (µ/z), where
  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

The financial proposal shall be presented as deliverables-based and must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.

In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Payment modality

Payment to the Individual Contractor will be made based on deliverables accepted and upon certification of satisfactory completion by the manager.

Application procedures

  • A brief methodology on how you will approach and conduct the work (max. 500 words)
  • Filled CV form including past experience in similar projects and contact details of 3 previous supervisors;

Step 2: Submission of Financial Proposal - Only shortlisted candidates will be contacted and requested to provide a financial offer.

Institutional Arrangement:

Specific workplan will be agreed with the manager at the beginning of each month.

The Consultant will report to the Head of the Performance Analysis and Projections team, and his/her performance will be assessed against the deliverables. The Consultant will also interact with relevant UNDP staff across the various bureaus on a regular basis, and meet with senior managers and key line staff, as required.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org.
