UNICEF Pacific is a multi-country office with its main office in Suva, Fiji, and field offices across the Pacific sub-region. The office supports programmes in 14 Pacific Island Countries and Territories: Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, and Vanuatu. These countries and territories are home to approximately 2.3 million people, including 1.2 million children and young people, dispersed across more than 660 islands and atolls spanning 17.2 million square kilometres of the Pacific Ocean.

UNICEF Pacific Multi-Country Office (PMCO) provides People & Culture support across multiple duty stations, ensuring effective and compliant human resources services for personnel, consultants, and partners. To support the delivery of these services, the UN Volunteer will contribute to a range of People & Culture functions, including recruitment and consultancy processes, onboarding and separation activities, HR administration, personnel support, data management and reporting, and client-focused support to programme and operations teams.

Under the guidance of the supervisor and in collaboration with colleagues across the office, the People & Culture Specialist will help strengthen efficient and timely service delivery while gaining practical experience in human resources operations within a multicultural and geographically diverse environment. This assignment offers an opportunity to contribute to UNICEF's mission while developing professional skills and supporting meaningful outcomes for children and communities across the Pacific.

Under the direct supervision of the People & Culture Manager, the People & Culture Specialist will support human resources activities across UNICEF Pacific. The volunteer will contribute to recruitment, onboarding and offboarding, learning and development, staff wellbeing initiatives, HR administration, and workforce reporting to help ensure efficient and high-quality People & Culture services.

The People & Culture Specialist will: • Support recruitment and consultancy processes, including preparing vacancy announcements, coordinating assessments and interviews, and tracking recruitment progress. • Assist with onboarding and separation processes, ensuring personnel receive timely information and support. • Maintain HR records, trackers, and databases, and support the preparation of reports and workforce statistics. • Assist in developing and updating HR guidance materials, workflows, standard operating procedures, and onboarding resources. • Support learning and development initiatives, including tracking learning activities and identifying training needs. • Provide coordination and administrative support for staff wellbeing and engagement activities. • Assist with data analysis and preparation of dashboards and reports to support workforce planning and decision-making. • Provide day-to-day People & Culture support to personnel and contribute to continuous improvement of HR services.

Expected Results Recruitment and consultancy processes are supported in a timely and efficient manner. Personnel are effectively supported through onboarding and separation processes. HR records, reports, and trackers are accurate and up to date. Learning, wellbeing, and staff engagement activities are successfully coordinated. HR tools, guidance materials, and workflows are strengthened and kept current. High-quality People & Culture support is provided to personnel across UNICEF Pacific.

• Additional technical or professional training in HR, recruitment, data management, or administration is an asset. • A minimum of two years of progressively responsible experience in human resources administration, recruitment, talent management, HR operations, or related administrative support is required. • Experience supporting recruitment processes, consultancy contracting, onboarding, and HR documentation is required. • Experience using HR information systems, recruitment platforms, Microsoft Office applications, Excel trackers, and data reporting tools is required. • Strong organizational, planning, analytical, communication, and client service skills are required. • Demonstrated ability to manage competing priorities, meet deadlines, maintain confidentiality, and exercise sound judgment is required. • Prior UN experience is an added advantage

Suva, the capital of Fiji, is a peaceful and multicultural duty station with a generally stable security environment. It is served by Nausori International Airport, with regular domestic and international flight connections. Fiji has a tropical climate with warm temperatures year-round and a wet season typically from November to April. Accommodation options are readily available, although housing and imported goods can be relatively expensive. Reliable access to food, potable water, electricity, banking services, telecommunications, and internet is generally available. Public and private healthcare facilities operate in Suva, while some specialized medical services may require referral overseas. Suva offers a welcoming environment, rich Pacific culture, and a good quality of life for national and international personnel.
