Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of Peacebuilding Advisor or his/her designated mandated representative(s), the IUNV Peacebuilding Project Manager will:

Summary of Key Functions:

· Project Development, Planning & Implementation

· Project monitoring, Gender & Knowledge Management

· National and State-Level Coordination

· Partnership, Resource Mobilization and Quality Assurance

1- Project Development, Planning & Implementation:

· Ensure implementation, monitoring, administration, and management of the PBF funded project titled Supporting Sudanese Peace Processes, including preparation of annual work plans, in close consultation with the Steering Committee/Project Board, ensure the efficient functioning of the project management assurance.

· Early identification and resolution of any problems that arise in relation to project delivery, including through regular communication with implementing partners and stakeholders (e.g. Peace Commission, UNITAMS, National and State level Peace Institutions, Peace Academic Institutions, other UN Agencies, civil society organizations, etc.) and closely monitoring of project progress and results.

· Ensure the overall relevance, and performance of the project, the effective realization and quality of outputs, and adherence to applicable UNDP and PBF standards, rules and regulations including value for money, gender and conflict sensitivity, with a peacebuilding lens.

· Contribute to provision of technical guidance and advice in local governance and service delivery with careful regard to improving the ability of governments peace institutions to plan, provide and deliver services, ensure accountability and transparency and enhance their capacity and legal frameworks to prepare and implement peacebuilding plans.

· Manage the financial resources for the project including accountability and expenditure control.

· Ensure optimal management of human resources and assets within the project.

2- Project monitoring, Gender & Knowledge Management:

· Provide technical advice to the project in developing baselines and indicators for project monitoring and evaluation, as well as in preparing project reports focused on capturing results, lessons learned and good practices for possible wider application or necessary re-adjustment to remain relevant to the context.

· Ensure effective knowledge management and information sharing, including developing a culture of respect for, and inclusion of, local peace actors and other UN agencies on the project.

· Promote gender equality and women’s participation in dialogues and peacebuilding work as outlined in women , peace and security agenda.

· Provide support in strengthening the capacity of national staff in the team.

· Promote peacebuilding & confidence building measures and means of enhancing human security and durable solutions for IDPs, refugees populations, including collaborating with implementing partners on training and the establishment of peace, justice and governance assets.

3- State-Level Coordination:

· Lead state-level coordination promoting initiatives that support peacebuilding, governance and community reconciliation, ensure adequate visibility and awareness in relation to the project.

· Provide innovative technical advice and assistance to UNITAMS, Peace Commission and other stakeholders to ensure cohesive and coordinated project delivery.

4- Partnership, Resource Mobilization and Quality Assurance:

· Organize the Steering Committee/Project Board Meetings, project review and/or evaluation meetings and follow-up on the implementation of Steering Committee/Project Board decisions and recommendations.

· Ensure strong partnerships and coordination between the project, UN agencies, PBF team, and other stakeholders, by facilitating communication and exchange of lessons learned and good practices.

· Performing quality control functions for the Project, including assessing impact and effectiveness,

· Tracking outputs and results, and ensuring timely and efficient delivery of Project outputs through a client-satisfaction approach and the use of ATLAS.

· Participate in the UNDP Sudan’s resource mobilization efforts.

· Perform any additional tasks as required by the Supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

· Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

· Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

· Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.

· Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

· Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Master’s degree in Governance, Peacebuilding, Disaster Management, Law or related field.

Required experience:

60 Months

Experience remark:

· 5 years of progressively responsible experience in peacebuilding programme/project management, conflict and crisis prevention and management, recovery and development, and other related areas in a non-governmental, setting at international level.

· Prior experience working with UN Peacebuilding Fund (PBF) will be an advantage.

Language skills:

• English(Mandatory), Level - Fluent
• Arabic(Optional), Level - Working Knowledge

· Mature personality, capable of handling sensitive, politically related situations, and contacts within government authorities in a highly delicate political environment

· Ability to work under stress, follow projects through to completion, with strict deadlines and without loss of attention to detail, budget and reporting.

· Excellent written, verbal, communication, organizational, analytical, and interpersonal skills;

· Excellent command of MS Office applications.
