Background

This short-term assignment reports to the Senior Peacebuilding Officer of the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). The incumbent shall support UNITAMS Peacebuilding Unit in delivering a series of six peacebuilding assessments will be carried out both in conflict-affected and other marginalized states including, most likely, South Darfur, North Darfur, Blue Nile, South Kordofan, Kassala, and Red Sea State. It is possible that one other assessments may be carried out in a state that has not yet experienced conflict in the future.

In view of the nature of needed within both Khartoum and in each of the states, the position will be based in Khartoum with frequent duty travel to various states of Sudan.

Duties and Responsibilities

Scope of Work :

In view of the mandate given to UNITAMS by the Security Council in Security Council resolution 2579 (2021) to support the coordination of humanitarian and peacebuilding assistance, and the good offices role that UNITAMS can play, UNITAMS is about to undertake a series of six peacebuilding assessments at the state level. Such assessments would serve to inform UNITAMS’ good offices role at sub-national level; sub-national peacebuilding planning and programme design for UN and development partners, including by complementing the UN Common Country Analysis; the UN Integrated Strategic Framework as well as future fragility and resilience assessments conducted by International Financial Institutions. These in-depth subnational conflict analyses are required to ensure that UN programmes and development financing are conflict-sensitive and comply with the do-no-harm principle, take account of evolving political dynamics at both national and sub-national levels and contribute to sustaining durable peace.

The peacebuilding assessments could also help the Transitional Government implement the Juba Peace Agreement and the National Action Plan for Protection of Civilians by promoting social peace and durable solutions for internally displaced people and refugees. It will also help the integrated mission, and the UNCT provides conflict-sensitive programming that responds to government and mission priorities and rapidly changing realities on the ground. Tracking and analyzing the political, economic, and security context at the national, regional, and local levels will help ensure that programming considers evolving political dynamics and forges a common understanding of the peacebuilding challenges on the ground. They should also help underpin sub-national development plans, decentralisation and governance reforms, and other initiatives requiring a thorough understanding of conflict risks and conflict resilience capacities. In addition, such analysis may help provide the Mission with additional capacity to implement discreet Juba Peace Agreement (JPA) implementation projects based on the findings and recommendations of the research. If shared with policymakers in government and local communities, it could serve as a reference point for future peace agreement implementation and the peace strategies that the Government of Sudan is expected to deliver.

Institutional Arrangement:

Under the direct Supervision of the Senior Peace Building Officer; the incumbent will frequently interact with the Senior officers and technical staff in UNITAMS and the UNCT counterparts as well as staff working in other UN/NGO. Representatives and officials in national and state level governments, members of academia and civil society as well as international organizations, consultants.Duration of the Work

The expected duration of work under this contract is 4 months. The IC will be based in Khartoum with regular field trips within Sudan.

Scope of Price Proposal and Schedule of Payments:

All proposal must be must be “all inclusinve” lumpsum. The contract price is fixed regardless of changes in the cost of components.

For all official travel, the IC will be paid in accordance with UN’s Daily subsistence Allowance (DSA) rates prevailing at the time of sourcing, for all cities/destinations where he/she will be required to travel.

Recommended Presentation of Offer:

The recommend preferred contents and presentation of the Offer to be submitted, as well as the format/sequencing of their presentation should include the following documents:`

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of being the most suitable for the assignment, and a methodology, if applicable, on how you will approach and complete the assignment.
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.

    Criteria for Selection of the Best Offer:

Evaluation of offers will be done following combined scoring method. Qualifications and methodology will be weighted a max. of 70%, and the price offer will be weighted a max of 30%. Only the candidates who obtain a minimum of 70 points from the technical evaluation would be considered for the financial evaluation.

Required Skills and Experience

Bachelors degree in law, political science, international relations, social sciences or rlated fields.

A minimum of 3-5 years of research, data collection & analysis, drafting various types of reports; Experience in development, coordination management, implementation and monitoring of peacebuilding activities and projects is desirable.
