Over the past two decades, Cambodia has undergone significant transition, reaching lower middle-income status in 2015 and aspiring to attain upper middle-income status by 2030. Between 1998 and 2019, Cambodia’s economy sustained an average annual growth rate of 7.7 percent, making it one of the fastest-growing economies in the world. However, the COVID-19 pandemic and its impacts slowed growth and contributed to an increase in poverty and inequalities underscoring the need to redouble efforts to ensure the achievement of the SDGs.

The current UN Development Assistance Framework (UNDAF 2019-2023) supports national priorities in economic and social development, including contributing to improvements in good governance and human rights, and towards an inclusive, democratic and peaceful society. The UNCT is working closely in support of the Royal Government as it responds to the COVID19 pandemic, and through the UN’s socioeconomic response and recovery framework is coordinating support across UN agencies, including on issues of governance and social cohesion. The UNCT is also supporting national authorities, civil society and other stakeholders in sustaining peace, promoting a culture of dialogue and building national capacities to realize the 2030 Agenda for Sustainable Development and the Cambodian Sustainable Development Goals. A new United Nations Sustainable Development Cooperation Framework (new term for UNDAFs) is under development to guide the implementation of the UN development activities in the country.

The Joint UNDP-DPPA Programme on Building National Capacities for Conflict Prevention deployed a PDA to Cambodia since 2017 and a National PDA (Peace and Development Officer) since June 2020. The primary purpose of this position is to assist the Peace and Development Advisor to leverage opportunities for conflict prevention and peacebuilding; strengthen the peace and development nexus and to assist in the preparation of PDA monthly reports.

Under the direct supervision of the Peace and Development Advisor, the UN Volunteer will be responsible for supporting the following tasks: 1. Assisting on research, information-gathering and analysis with specific focus on supporting and promoting peacebuilding and conflict prevention: • Gather and process data and information relevant to the UN’s role and activities in Cambodia and the sub-region as relevant, with specific focus on supporting and promoting peacebuilding, social cohesion, conflict prevention and sustainable development; • Support the PDA in undertaking political, political economy and/or conflict analysis, monitoring the situation in the country, and reporting of issues related to peace and security, including through analysis of local sources; • Carry out and coordinate research on particular issues and thematic areas, relevant to conflict prevention and peace building and other areas relevant to the evolving country context.

  1. Identifying entry-points and support inclusive and conflict-sensitive approaches in efforts to build national capacities for conflict prevention, particularly with regard to civil society, including women’s and youth networks: • Assist the PDA in identifying areas of programmatic engagement with national stakeholders related to social cohesion, dialogue, conflict prevention and consensus building; and contribute to the development of conflict-sensitive approaches; • Under the guidance of the PDA, support the exploration of entry points with key national counterparts including the Government and civil society; • Advise on mainstreaming conflict-sensitive approaches; including provision of training UN Country Team staff and key national partners on conflict analysis, conflict prevention and/or conflict-sensitive development; • Undertake mappings and analysis with civil society actors’ (including youth, women, and marginalized groups) capacities for conflict prevention/ peacebuilding at local and national level, using the exercise to inform the support provided by the PDA and UNCT throughout the duration of the assignment; • Support the PDA in their engagement with national and local stakeholders, focusing particularly on engaging with civil society actors at local level and academia, to help link local initiatives to national-level institutions, structures and processes, as well as reinforcing dialogue between government and civil society and/or people-to-people dialogues.

  2. Provide technical support for coordination, partnerships and M&E: • Support the external coordination of existing partnerships between stakeholders (government, civil society, private sector and the international community, including the UN system). • In close collaboration with the PDA and the Joint Programme Secretariat, support monitoring and evaluation function, including collecting, processing and analyzing data in the framework of peace and development team workplan; • Support knowledge management and sharing of good practices on conflict prevention and peacebuilding; ensure that stories and lessons learned are shared with the Joint Programme Secretariat; and respond to specific requests for information; and

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs: • Timely, responsive and high-quality delivery of coordination and support to on-going and new development programs or other initiatives related to conflict prevention and peace building; • High quality analysis and collection of data on current domestic and regional issues of relevance for the Peace and development Advisor (PDA) portfolio; • Strengthened engagement with civil society actors on issues relating to conflict prevention and peacebuilding; • Consistently take into account social inclusion and mainstream gender in all tasks; • Supporting coordination of existing and creation of new partnerships between relevant stakeholders (government, civil society, private sector and the international community, including the UN system).

Promotion of Volunteering / Volunteerism • Successful submission of UNV articles (1~2) for peacebuilding and development for UNV websites • Contribution to UNV’s Global Peacebuilding Programme • Successful contribution to UNV’s Global Peacebuilding Programme.by ensuring the role of citizens in the peace process itself as well as establishing a conducive and enabling environment by strengthening the capacities of other key actors • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Cambodia is situated in the Southeast Asia and is famous for its listed world heritage site Angkor Wat. The country’s climate is tropical, monsoonal and characterised by heat and humidity. Rainy season normally lasts from May to October and the dry season between November and April. The growing city, Phnom Penh is populated with nearly 2 million people. The houses and accommodations in Phnom Penh can be easily found and available to suit most budgets and preferences. Suitable accommodation can be found with the assistance of real estate agents or retailors. UNVs are required to follow the UN residential security requirements as per local MORSS when choosing their accommodation. In Phnom Penh, people can easily find transportation like taxis, tuk tuks and rickshaws using online applications. City buses are also available but not as widespread. To make living easier in the city, UNVs can purchase their own means of transportation such as a bicycle or motorbike with helmet (according to the traffic law and recommended by the UN security) to travel from their accommodation to the office. Some may just choose to walk conveniently if they happen to choose an accommodation closed to the office.
Common diseases in Cambodia include diarrhoea, malaria and dengue. Most of the serious cases have seen reported contracted in hilly, rural and forest areas. In the city, it can be risky due to poor disposal of waste. Cambodia, like other countries has been impacted by the COVID-19 pandemic and the necessary precautions are required.
