Organizational Setting
The Payroll and Benefits Unit (PBU) is responsible for o Calculation of staff and non-staff payroll entitlements and deductions according to the Policy and Procedures of the Organization for FAO employees worldwide o Calculation of After Service Medical Coverage (ASMC) insurance premium deductions and contributions of retirees o Monitoring and clearance of the advances paid to all FAO employees (staff and non-staff) by ensuring the timely submission of the claims or by effecting recoveries from Payroll entitlements. The Unit acts as a focal point for the recovery of any type of advances and overpayments
Reporting Lines
The Payroll and Benefits Specialist reports to the Payroll Benefits Unit Manger. Work is performed autonomously, showing a high degree of initiative and independent judgment. Supervision received is focused on facilitating service delivery.
Technical Focus
Under the general supervision of the Payroll Benefits Unit Manager, CSLC, and in close collaboration with the other team members, the incumbent will be involved in technical and functional tasks related primarily to the management of the After Service Medical Coverage (ASMC) Payroll area but also providing support for the smooth execution of SHR and NSHR Payroll runs.
Tasks and responsibilities
• Coordinate and supervise the activities of an operational team in the area of NSHR payroll • Ensure the delivery of results within established Service Level Agreements (SLAs) and effective responses to clients for optimal service. • Prepare, analyse and evaluate information from payroll processes and provides relevant inputs for operational improvement. • Provide the expertise knowledge of Non-Staff Human Resources (NSHR) policies and processes that will contribute to the continuous efficiency increase and strengthening of the NSHR certification of work performed and payroll calculation procedures. • Analyse the NSHR and Oracle Time & Labor (OTL) ongoing and new issues and report the same to the Unit head as a support for finding solutions • Provide active support for the analysis and testing of the system changes and other actions required to improve OTL and NSHR payroll • Liaise with the central IT services department and Oracle support to follow up and monitor the development and implementation of payroll Business Change Requests (BCR) • Perform ad hoc duties as required
