You have:
- Advanced university degree (Master’s degree or equivalent) in political science, international relations, development studies, economics, communication, journalism, public relations or related field.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of 3 years of experience in partnerships, external relations, government relations and humanitarian affairs required.
- Expertise in the country of China, including key players, financing decision-making processes and dynamics related to positioning as humanitarian donors is desirable.
- Previous research work or publications on foreign aid of China is desirable.
- Knowledge of OCHA and humanitarian agencies’ resource mobilization is desirable.
- Fluency in English is required.
- Knowledge of Chinese is desirable.

Result of Service
The Consultant will work closely with several parts of OCHA, including OCHA’s Regional Office for Asia and Pacific, and is to report to the External Relations and Partnerships Section (ERPS), situated within the Partnerships and Resource Mobilisation Branch (PRMB) in the Office for the Coordination of Humanitarian Affairs (OCHA).

Duties and Responsibilities
Under the supervision of the Chief of ERPS, the consultant will have the following duties and responsibilities: • In cooperation with OCHA, draft a workplan, a refined methodology, and timeline to deliver on: (a) five-year partnership engagement strategy with China; (b) an engagement plan that includes strategic options and recommendations of actions within timelines. • Prepare a plan for consultations and interviews with internal and external key stakeholders and players (government, humanitarian partners, civil society, philanthropy, and the private sector) and, subsequent to agreement by OCHA, conduct consultations. • Prepare periodic presentations to OCHA for feedback on mutually agreeable dates to ensure the direction of the strategies and allow OCHA to review respective drafts at mutually agreeable intervals for feedback to be reflected in the final document.
