The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. WEC Background:
UNOPS Water, Environment and Energy Cluster (WEC) supports the design and management of multi-stakeholder initiatives by providing services in financial and grant management, procurement, human resources, and project management. The cluster has supported projects in the areas of water resource management, climate change adaptation, mitigation and transparency, energy access and distribution, and environmental conservation under the Paris Agreement. The WEC has also supported operations and financial management services, in Vienna, the rest of the ECR region, and beyond. The main partners include UN agencies, bilateral agreements (with the Nordics, Germany, and Italy), the Green Climate Fund, and several NGOs (such as CIFF and CWF).
The NDC Partnership:
The NDC Partnership is a global coalition of countries and institutions collaborating to drive transformational climate action through sustainable development. In 2015, the world endorsed the Paris Agreement and the 2030 Agenda for Sustainable Development. Nations signal their commitments to the Paris Agreement through Nationally Determined Contributions (NDCs) - each country’s strategy to cut its own greenhouse gas emissions and build resilience against the negative effects of a changing climate. The Partnership advances the goals of the Paris Agreement by bringing together nearly 200 countries and institutions in new ways to accelerate NDC implementation and enhance ambition over time. The Partnership’s work through 120 partners supporting almost 80 countries produces many examples of impact, lessons learned and ideas for the future. The Partnership is governed by a Steering Committee, co-chaired by two country representatives. The Partnership’s work is facilitated by a Support Unit based at World Resources Institute in Washington DC and the UNFCCC Secretariat in Bonn, Germany. UNOPS supports the NDC Partnership and its Support Unit through the Water, Environment and Energy Cluster (WEC).
Functional Responsibilities
Summary of functions: - Develop a climate change mainstreaming agenda using the NDC and the Action Plan, the National Development Strategy and other related plans. - Propose a methodology that allows institutions to include in their planning aspects of climate change and the implementation of the NDC-RD 2020 and Action Plan NDC-RD 2022-2025. - Identify/define institutional products that contribute to compliance with the NDC RD. - Provide fundamental technical and political advice to the MEPyD, such as conducting and coordinating the formulation process, management, monitoring, and evaluation of macroeconomic and sustainable development policies; to be the Governing Body of the National System of Planning and Public Investment and Land Use and Planning. - Propose action lines for incorporating the commitments of the NDC and its Action Plan in the Planning and Public Investment instruments. - Review national planning instruments for incorporating climate change and align them with the NDC (NDS, Multi-Annual Plan, National Land Management Plan, Regulation of the Land Management Law). - Coordination of the implementation of the NDC-RD 2020 and Action Plan NDC-RD 2022-2025. - Compile studies and existing relevant information on links between climate change and risk management at the territorial planning level. - Identify opportunities to make synergies visible through planning instruments and monitoring and verification. - Proposal of structures, formats, and protocols for institutional monitoring and reporting on the subject. - Prioritize interventions considering the context and national priorities. - Consultations with relevant stakeholders for feedback on instruments and/or mechanisms identified and/or proposed. - Integrate climate change variables and risk management in the planning instruments used by the MEPyD to support decision-making. - Support in internal and external awareness activities on the mainstreaming of climate change and risk management in territorial planning. - Document identifying existing instruments/mechanisms for integrating climate change variables and risk management in the planning instruments used by the MEPyD, including barriers and opportunities. - Prepare implementation agenda of the NDC, using its Action Plan RD-2022-2025. - Prepare quarterly progress reports on technical and political advisory activities. - Carry out at least two dialogues/meetings between relevant actors for the mainstreaming of climate change and risk management in territorial planning. - Review and analyze risk management and climate change indicators in state planning instruments.
