Job organizational context and purpose for the job :

The Iran Country Programme is a medium size UNICEF’s complex operation which has expanded rapidly in recent times, with an annual budget in 2021 of approximatively $15 m. With the advent of the Afghan Refugee Crisis increase of emergency support is expected and will require negotiation of ambitious grants and donor proposals. Production of quality reports are also required to sustain these partnerships.

The Partnership Officer TA position will be located in Tehran, Iran and will report to the Deputy Representative while working very closely with the Program and Operation teams. She/ he will be responsible for supporting the Country Programme team in its overall resource mobilization efforts for timely respond to humanitarian needs triggered by the Afghan Refugee Crisis. This includes donor mapping, donor analysis and engagement, support to donor submissions (such as proposals, amendments and reports) as well as donor recognition, and ensuring effective and efficient resource mobilization systems, processes and approaches. The partnership specialist will also interact and strategize with the Private Sector Resource Mobilization team.

Purpose of the Job

The role will assist in supporting the overall resource mobilization efforts of the Iran Country office with responsibility to secure funding for the new program cycle and to increase UNICEF’s financial contribution to the Afghan Refugee Crisis Response. The incumbent will be supporting the development and enhancement of relations and donor submissions with high value public donors (including EU, Germany, UK, Japan, US and others); for high quality donor recognition and contribution management for the same donor portfolio; and for ensuring functioning and effective resource mobilization systems, processes and capacity are maintained.

How can you make a difference?

Key functions, accountabilities and related duties/tasks:

Targeted high value public donor engagement and analysis:

Maintain up-to-date information on targeted high value public donors, analyze development assistance policies and keep resource partner profiles updated; Compile and prepare briefing notes and other documents for engagement and information sharing purposes; support donor engagement/visit preparation and execution.

Timely, Quality Donor submissions:

Collaborate with Programme staff and PPD to prepare timely and high-quality funding proposals, concept notes, briefing notes, reports and other donor submissions to targeted high value public donors, ensuring collaboration with and consolidation of inputs from PPD, relevant Programme Sections and others.

Technical support on donor submissions and grant management:

Provide oversight, technical support and guidance regarding all targeted high priority donor submissions, contractual negotiations and related grant management and ensure adherence of donor submissions to such requirements

Maintenance of effective resource mobilization systems and processes

Maintain and share information on all donor requirements and ensure effective functioning of resource mobilization systems and processes.

Impact of Results

Funds are mobilized to support the priorities through high quality and timely donor submissions, analysis and engagement, and effective resource mobilization systems.

Education:

Advanced university degree in science, economics, social policy, and international studies in related field.

Experience:

Five years of progressively responsible and relevant professional work experience in multilateral diplomacy and partnership, donor mapping and donor relations, external communications, and / or programme planning, and monitoring is required.

Language Requirements:

Fluency in English is required. Knowledge of another official UN language is considered an asset.

Skills

  • Diplomatic communication and negotiation skills to establish and maintain trusted partnerships for achievement of objectives and to develop close and effective working relationships with diverse stakeholders.
  • Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation.
  • In-depth knowledge of partnership development and resource mobilization.
  • Demonstrated ability to formulate new approaches in respect of resources management and outreach- related activities.
  • Skill in the identification of new opportunities or requirements to meet challenges in the field and propose changes.
  • Excellent communications skills, verbal and written.
  • In-depth familiarity with political and governmental processes
  • Ability to conduct sound policy analysis.
