The “Partnerships” is one of three new programmatic “pillars” that make up the WHO/EMRO Department of Communications, Resource Mobilization and Partnerships (CRP). The Vision for the CRP Department is that “WHO is well resourced, actively engaged with partners and trusted as the lead, credible voice for health in the Eastern Mediterranean Region.” This vision is co-enabled by the Partnerships Programme whose strategic objective is to “Ensure that WHO’s external engagements are strategic, coherent, coordinated, transparent, risk managed and in the interest of the entire organization.”. The specific objectives of the Partnerships Programme are to:

• Explore Regional and Country Office potential areas for growing partnerships in coordination with WHO/HQ as relevant • Join and/or initiate, plan, develop, resource and closely mange partnerships • Monitor partnerships to regularly assess their value-added with regard to extending WHO/EMRO’s technical reach; providing visibility and advocacy; generating resources and • advise senior management to inform decision-making and oversight of partnerships.

Within the above context, the Partnerships Unit has limited technical capacity to effectively manage the existing and anticipated workload in the near future. Thus, the overall purpose of the support requested (UNV) is to strengthen the technical side of partnerships engagement so as to ensure that the effective implementation of its current workplans; development of new plans and proposals; quality assure technical products and services and streamline internal and external coordination with WHO EMRO technical departments and WCOs.

Within the delegated authority and under the supervision of Senior Corporate Partnerships Manager or his/her designated mandated representative(s), the UNV will work closely with the Partnerships Officer to:

• Support coordination of the partner engagement and follow up on submission, review and finalization of partnership proposals and progress reports • Support development of a tracking mechanism/database for managing the processing and implementation of partnerships in close coordination with IT • Support development of progress reports for internal reporting • Support development of documentation and presentations related to internal and external meetings • Support development of capacity building interventions for WHO staff at the country and regional level and for external partners where needed • Support development of communication content for the partnership’s web pages at the regional and country level in close coordination with the IAG Communications Officer and C4H team • Support preparation of funding proposals and Memorandum Of Understandings (MOUs) in close coordination with the Resource Mobilization Team in the Division of Communications, Resource Mobilization & Partnership (CRP) • Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs:

As an active WHO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WHO/EMRO and its beneficiaries in the accomplishment of her/his functions, including:

• Output 1: Funding proposals and Memoranda of Understanding (MOUs) with potential partners drafted and processed for approval Deliverable: Funding proposals and MoUs • Output 2: Development and management of tracking mechanism/database for partnerships Deliverable: Tracking mechanism/database established & functional; progress reports

• Output 3: Capacity building options/ initiatives for WCO and RO staff are identified and/or developed Deliverable: Training programme/s and plans

• Output 4: Meetings and events are well coordinated and documented Deliverable: Meetings held, documented and follow up actions implemented

public health and programme or project management; in addition to: • Experience of data management and analysis is desirable • Excellent skills in report writing • Excellent writing and communication skills in English and Arabic • Proficiency in MS Office • Experience in the national and/or international level programmes; and working in the UN or other international development organization isan assets. • Other desired/mandatory required technical knowledge • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Sound security awareness. • Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN System.
