BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The mission of WFP is to end global hunger as part of the Sustainable Development Goals. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. In emergencies, WFP gets food to where it is needed, saving the lives of victims of war, civil conflict and natural disasters.

Côte d’Ivoire is considered a low-middle-income country and ranks 171st of 188 countries in the Human Development Index. It is subject to pervasive food insecurity, malnutrition and gender inequalities, which severely affect smallholder farmers as they struggle with issues of land access and frequent climate-related shocks. Côte d’Ivoire has a population of 25 million people, of which 48.4 percent are female and 46 percent live below the poverty line. It is ranked 155th on the Gender Inequality Index.

PROJECT BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP’s Strategic Plan for Côte d’Ivoire (2019 – 2025) focuses on capacity strengthening with a view to shifting WFP-led programmes to government and community ownership. At the core of this strategic approach is the sustainability of the national school meals programme, in which WFP assists 613 schools, or 10 percent of the schools covered by the programme, as a platform for promoting education, nutrition and gender equality and stimulating local food production and rural economies.

The country strategic plan constitutes an opportunity to support smallholder farmers (SAMS), particularly women, in a holistic way and to diversify food consumption by introducing policies and practices to reduce post-harvest losses and promote sustainable access to markets. By applying the SAMS methodology, WFP aims to lay the foundations for a more robust economy that is less reliant on imports, offers better livelihood options for vulnerable populations and fosters resilient and sustainable national food systems.

The Country Office (CO) is seeking an experienced international Consultant to manage the Partnership-related activities, including Reporting, i.e. support the expansion of WFP’s donor base and the positioning of WFP in Côte d’Ivoire. This will entail a strong technical knowledge and experience, to analyze data and identify solutions for partnership activities.

The Consultant will support process improvements and partnership opportunities with a host of public, private sector, and external entities; these can include governments, UN agencies, intergovernmental institutions, international financial institutions, individuals, corporations, foundations, and NGOs.

The Consultant will also be required to develop funding proposals and various reports (external and internal).

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Country Director, the Partnerships consultant will:

  1. Lead the implementation of the work plan for the partnerships area to enable WFP Côte d’Ivoire to identify, develop and strengthen quality partnerships in support of its strategic objectives.

  2. Engage with other functional units on Côte d’Ivoire country- specific offerings, developing content and language that speak to individual audiences and align with on-going policy dialogue in national and global fora.

  3. Proactively support a wide range of aspects of the partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for the work of WFP in Côte d’Ivoire.

  4. Facilitate dialogue with partners and proactively highlight strategic opportunities and issues to senior management and propose options for the best course of action to nurture trust and interest in the work of WFP Côte d’Ivoire. Support the preparation of public events, as required, that can advance WFP Côte d’Ivoire interests and objectives.

  5. Gather and share partner intelligence (including forecasting), using key information systems, and assess results. Conduct desk research and prepare background information to support programme and project proposals, draft donor profiles and develop an extensive contact list of all relevant stakeholders to ensure a positive outreach, develop guidance notes on donor priorities, assist in developing approaches to expand the donor base, including private sector donors and research and mapping of future trends.

  6. In collaboration with the Communication unit, provide support in coordinating and publishing press releases, press briefing notes and situation reports, brochures, communication materials, public information, and monitoring and evaluation reports, targeted fund-raising products and visibility materials for WFP Côte d’Ivoire. Ensure partner visibility and that partners conditions are met.

  7. Facilitate partnership growth, by exploring opportunities to expand existing partnerships and scope of new partners, guided by assessments, analysis and due diligence. Present recommendations to senior management and ensure follow-up.

  8. Contribute to the preparation of partnership proposals, strategic agreements, joint strategies and/or MOU, taking into account corporate norms, processes and external regulations. Ensure quality control of content by engaging with relevant stakeholders.

  9. Use socio-political insights to support WFP Côte d’Ivoire effective positioning vis-à-vis the national Government with the aim to influence the policy agenda.

  10. Undertake missions to field offices in order familiarize partners on the projects and coordinate fundraising and reporting activities with relevant staff members in the field offices.

  11. Contribute to joint UN and other multilateral bodies/governments events and proposal that may have an impact on WFP activities and programmes.
  12. Organize regular meetings with partners to keep them updated on WFP work in Côte d’Ivoire.
  13. Produce high quality and timely reports in line with donor specifications as well as other publications.
  14. Coordinate the Country Office Annual Country Report process, ensuring a quality final product
  15. Perform any other duties as may be required

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Political Science, International Development, Development Economics, Marketing Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

6 – 10 years’ experience in United Nations agencies, other International Organizations / the private sector.

Good understanding of government and corporate strategies and priorities and experience in developing multi-stakeholder partnerships.

Significant experience in exploring new opportunities and providing inputs to design and develop solutions with prospective partners.

Experience in managing all resource mobilization processes and resource strategies, negotiating contract terms and providing resourcing advice to senior management.

Understanding of partner’s focus areas and knowledge of internal capabilities to create a Unique Value Proposition for the partners.

Experience in using technology and digital tools for data collection, analysis and shared data-based insights to add value to all partnerships.

Experience providing input into training and support strategy for technical systems users and advanced technical support

Knowledge & Skills:

Proven expertise in writing in development and humanitarian work for varied audience; s; Proven high-level editorial skills to any required style; In-depth knowledge of development and humanitarian issues; Excellent written and oral communicating skills; Exemplary professional standards; Excellent and proven project management and organizational abilities; Good creative-thinking abilities; Great professionalism in teamwork.

Languages:

Fluency (level C) in English and French
