UNICEF’s Evaluation Office works on several initiatives aimed at supporting capacities inside and outside the Organization. Many of the initiatives are implemented in partnerships with other organizations or networks, e.g., UNEG, EvalPartners, EVALSDGs, the Global Parliamentarians Forum for Evaluation, IIED, Ministry for Foreign Affairs of Finland, among others. Beyond these capacity-building partnerships, the Evaluation Office also partners in a variety of other ways, from joint and inter-agency evaluation collaborations to networks to strengthen linkages between evaluation and programming (e.g., ALNAP), coordinate its evaluations with those of other agencies (e.g., the OECD-led COVID-19 Evaluation Network), and communicate its work (e.g., through national and supranational evaluation associations). As it embarks on the implementation of the Programme for Global Evaluations 2022-2025, the Evaluation Office will be re-envisioning both its overall partnership approaches and its specific partnerships with a view to supporting its overall vision for the function, creating greater efficiencies in its work, prioritizing the most strategic partnerships and ultimately maximizing the positive impact that its evaluations have in helping achieve results for children. This re-envisioning will require the development of an evaluation partnership strategy for the Evaluation Office and potentially the wider evaluation function in UNICEF, as well as systemic support to capacity development in evaluation for UNICEF staff and partners.

As part of this re-envisioning process and in advance to it, dedicated capacity will be required to guide the Evaluation Office (and potentially the wider evaluation function) in this effort – and, as necessary, to support select on-going partnerships and capacity development.

How can you make a difference?

The Partnerships Officer will support the continuation of the Evaluation Office’s ongoing partnership activities and help the Evaluation Office (and potentially the wider evaluation function) develop a fit-for-purpose partnership strategy and capacity development that is grounded in the overall vision for the evaluation function in 2023-2025. The Partnerships Officer will work under the direction and accountability of the Principal Adviser and the Chief, Evaluation Capacity Support.

The Partnerships Officer will be responsible for the following:

Partnerships, Reviews, Coherence Portfolio — Reporting to the Principal Adviser (75%)

  • Contribute to the Partnerships, Reviews and Coherence agenda.
  • Support UNICEF representation in initiatives with partners and external stakeholders for effective coordination and engagement in key undertakings; including, among others, in partnerships with Deval, IIED, the Ministry for Foreign Affairs of Finland, CLEAR-AA, GEI, UNECA.
  • Contribute managing the PCA with ESARO and CLEAR-AA; draft agreements with partners including SSFAs and PCAs on national evaluation capacity development and other partnership initiatives.
  • Support the EO representation in UNEG activities and joint ventures.
  • Participate in the following UNEG Working Groups: Partnerships Working Group, participating in the Use of Evaluation Interest Group and Evaluating Policy Influence and Normative Work group.
  • Manage the organization and implementation of webinars, conferences, meetings, organized by UNICEF EO on its own or in partnership with others; and EO participation in international events.
  • Support EO’s involvement in co-chairing EVALSDGs, as well as in the EvalPartners management group.
  • Support EO’s participation at the High-Level Political Forum 2023.
  • Manage EVALSDGs communication and outreach; lead the EVALSDGs Social Media Working Group.
  • Other activities and needs emerging from new partnership initiatives.
  • Under the guidance and supervision of the Director and Principal Adviser, and in consultation with other stakeholders inside and outside the Evaluation Office and wider evaluation function, develop a fit-for-purpose evaluation partnership strategy grounded in the vision set for the evaluation function for 2023-2025.
  • Undertake necessary due diligence (e.g., background reading, interviews, mapping) and consultations to ensure that the development of the partnership strategy is as fit-for-purpose and grounded as possible.
  • Lead evaluation team meetings (e.g., brainstorming sessions, feedback sessions) before, during and after the development of the evaluation partnership strategy.
  • Support the Director and Principal Adviser on other partnership-related assignments as necessary.

Evaluation Capacity Development — Reporting to the Chief, Evaluation Capacity Support (25%)

  • Support the rollout of the Self-Paced AGORA Course (InSPIRE) and the Online Moderated Evaluation Course (IMPrESS, with specific responsibilities to contribute to the management of the MOODLE Platform for following up progress and participation of staff undertaking the course.
  • Contribute to the management of the Online Facilitated Evaluation Course and the Face-to-Face Training, specifically by supporting Regions as they identify participants to cohorts rolled out for both courses, following up ROs and COs to facilitate participation and attendance to the courses.

To qualify as an advocate for every child you will have…

  • A first university degree in social sciences or related fields.
  • A minimum of 2 years of relevant working experience including engagement in partnerships initiatives.
  • A minimum of 2 years of working directly on partnerships activities within the UN system.
  • A minimum of 2 years of working directly on evaluation (or other evidence function) capacity development within the UN system.
  • Experience in managing online events, including online courses, webinars, etc.
  • Experience of using various computer applications such as Microsoft Office suite, SharePoint and Website Management.
  • Experience in the management of websites and other web-based platforms for data management.
  • Experience using social media for development.
  • Experience and familiarity with the UN and with UNICEF (highly desirable).
  • Fluency in written and oral English is required; proficiency in another UN language is an asset.
