JOB PURPOSE
This position reports to the Country Director. Guided by the Corporate Partnership Strategy, manage effective relationships and collaboration with external partners to meet WFP strategic objectives. To represent WFP externally to safeguard and promote WFP interests. To ensure a flow of relevant information between WFP and partners and propose opportunities for synergies that maximise results. The Partnerships Officer will work closely with WFP functional teams across all Strategic Outcomes.
KEY ACCOUNTABILITIES (not all-inclusive)
- Lead the implementation of a work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
- Engage with other functional units, RBs and COs on WFP’s thematic, regional and country- specific offerings, developing content and language that speak to individual audiences and align with on-going policy dialogue in national and global fora; Support alignment of partner engagement across the organization.
- Proactively support a wide range of aspects of a partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met.
- Facilitate corporate dialogue with partners through preparation of quality briefing materials; Proactively highlight strategic opportunities and issues to senior management and propose options for the best course of action to nurture trust and interest in the work of WFP; Support the preparation of joint events (e.g. UN pledging conferences) that can advance WFP interests and objectives.
- Gather and share partner intelligence (including forecasting), using key information systems (e.g. WINGS, Salesforce, WFPGo), and asses results.
- Support functional units, RBs and COs on partnership strategies (including the development of Partnership Action Plans); Extend support on partnership/contribution management, in line with corporate norms, processes and legal agreements, on quality proposal and report writing by engaging with other WFP entities and external stakeholders.
- Facilitate partnership growth, by exploring opportunities to expand existing partnerships and scope of new partners, guided by assessments, analysis and due diligence; Present recommendations to senior management and ensure follow-up.
Contribute to the preparation of partnership proposals, strategic agreements, joint strategies and/or MOU, taking into account corporate norms, processes and external regulations; Ensure quality control of content by engaging with relevant functional units, RBs and COs.
Use socio-political insights to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda.
- In the context of the UN system and multilateral fora, support the development of partnerships with member states, civil society and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda, and advance WFP priorities and policies, based on a good understanding of member states’ dynamics and interests.
- Solicit inputs from other WFP entities that contribute to inter-governmental/inter-agency work to ensure that WFP positions are properly explained and taken into account in decision making.
- Manage staff, providing coaching, training and guidance to ensure appropriate development and enable high performance.
- Take responsibility for incorporating gender perspectives in all areas of work to ensure equal participation of women and men.
- Contribute to preparedness actions, providing technical recommendations and guidance; Monitor defined risks and make recommendations how to manage these effectively.

OTHER SPECIFIC JOB REQUIREMENTS
- Support the transformation of WFP Cambodia under its new Country Strategic Plan as it moves out of direct implementation to support capacity strengthening of national and sub-national levels for improved food and nutrition security through acting as a facilitator or connector of global knowledge, expertise and South-South cooperation/learning.
- Oversee partnerships, resource mobilization, reporting and communications, to ensure timely and cost-effective delivery of WFP Cambodia Country Strategic Plan, in accordance with WFP Cambodia’s Partnership /Resource Mobilization and communication strategy.
- Build and maintain effective relationships with key counterparts in national government, UN agencies, NGOs, private sector and other partners, to foster engagement and partnerships as well as resource mobilization opportunities.
- Represent WFP Cambodia at national, UN, private sector and other partner events; develop and provide information on the programme to increase awareness and impact of WFP’s work.
- Identify opportunities to develop new and existing synergies with other UN agencies, private sectors, NGO and other partners and make suggestions to WFP management and officers to support more effective and efficient approach to WFP’s work in Cambodia.
- Prepare and provide information to national counterparts, UN agencies, private sector, NGOs, and other partners on the strategy, design, relevance and impact of programmes, to advocate the work of WFP and improved partnerships.
- Research and analyses current activities, political and social events to identify issues that may impact WFP activities, inform management and officers and propose positions on these issues.
- The external partnerships officer will work closely with WFP functional teams to ensure coordination and alignment of WFP’s engagement with external partners as well as reporting and resource mobilization as related to the implementation of strategic outcome portfolios under the Country Strategic Plan.
- Supervise WFP staff working to support reporting, communications and donor relations
STANDARD MINIMUM QUALIFICATIONS
Education: A minimum of five (5) years of post-graduate relevant professional experience is required, along with a master's degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications, or a related field. Alternatively, seven (7) years of post-graduate relevant professional experience will be considered if the candidate holds a first University Degree in one of the aforementioned fields. The experience should demonstrate progressive responsibility and active engagement with high-level counterparts in host governments, development partners, donor governments, civil society, private sector, and the United Nations (UN). This background will be advantageous.

New Partner Prospecting: Applies awareness of socio-political context, country-specific focus areas and partner’s interest areas and activities to determine shared interest in working together. Provides resourcing advice and briefs to senior managers, and strategically allocates material and other appropriate resources. Develops resource strategies for specific donors or Country Strategic Plans. Negotiates contract terms with partners and WFP stakeholders to create a win-win situation for both WFP and the partner.
Analysing and Using Information/Data: Leverages insights from multiple sources of data to identify trends, determine interrelationships among multiple issues and identify innovative solutions that impact partnerships. Leverages data-based narratives from across WFP engagements to add value to existing and new partnerships. Uses and promotes technology and digital tools to collect, collate, analyse and share data and data- based insights.
Positioning WFP for Partnership: Applies understanding of partner’s focus areas to translate WFP activities into a Unique Value Proposition relevant to external stakeholders. Engages in mutually informative discussion with partners and influencers to identify areas that will position WFP. Supports creation of external communication and internal briefing materials based on understanding of partnering landscape.
Business Process Support and Technical Guidance: Identifies opportunities for service delivery excellence to strengthen partnerships. Provides advanced technical support to other business areas. Troubleshoots complex system issues and contributes to the design and implementation of system changes. Provides input into training and support strategy for technical systems users. Demonstrates managerial skills in the delivery of support and guidance.

Under its current Country Strategic Plan (CSP) 2019-23, the World Food Programme (WFP) in Cambodia supports national efforts to achieve the Cambodian Sustainable Development Goals by 2023, especially Zero Hunger (Goal #2) and Partnerships for the Achievement of the Goals (SDG #17). In that, WFP focuses its work on three pillars: food security and nutrition, social protection, and climate change adaptation. In line with increasing government capacities, WFP is increasingly shifting from an implementer of programmes to an enabling role, i.e., an advisor to relevant government counterparts working in the food system, nutrition, social protection and disaster management space.
Starting in 2024, WFP will shift to a new CSP (2024-28), which is structured along two broad priorities: human capital development with a focus on nutrition and social protection, and systems strengthening with a focus on the national food systems and the disaster risk management system. All of WFP’s activities are underpinned by strong evidence generation efforts to effectively establish needs, advocate for certain programmes or policies, and demonstrate the effects of assistance programmes. In addition, evidence and knowledge generation is becoming an important offering by WFP to its national counterparts.
