JOB PURPOSE

WFP’s expansion of the strategic engagement with national governments and International Financial Institutions is part of a broader corporate initiative to diversify partnerships and sources of funding, particularly around the Changing Lives agenda. The position of Strategic Partnerships Officer is located within WFP’s Latin America and the Caribbean regional Bureau in Panama, and reports to the Senior Regional Partnerships Advisor. The incumbent will play a critical role in supporting country offices to foster partnerships with national governments and development actors to strategically position WFP as a partner of choice. She / he will also play a key role in enhancing WFP’s engagement with IFIs in the LAC region.

KEY ACCOUNTABILITIES

1. Provide direct technical support to Country Offices to build the capacity to engage in strategic dialogue with Ministries of Finance & Planning, as well as other relevant National Entities and development stakeholders. 2. Engage with Staff from IADB, BCIE, CAF, WB and IMF in the LAC region to raise the profile of WFP and provide timely advise of opportunities arising at different levels; 3. Support, and lead as needed, work to analyze national development plans, budgeting and spending priorities to determine how WFP could support the Government with furthering its priorities and closing the funding gap; 4. Support the development of tailored value propositions to communicate adequately and effectively with Government counterparts at national level, to clearly elaborate WFP value proposition vis-à-vis national priorities and Country Strategic Plans; 5. Undertake any other duties as requested, in line with the Terms of Reference and purposes of strategic partnerships. 6. Any other business as required.

DELIVERABLES AT THE END OF CONTRACT

By the completion of this contract date, the incumbent will have presented to full completion, the following deliverables:

1. Grow the development portfolio, including through innovative financing. 2. Map out and identify opportunities for countries in the LAC region. 3. Support the development of proposals with COs and relevant units.

STANDARD AND MINIMUM QUALIFICATIONS

Education: Graduate or advanced university degree and training/courses in one or more of the following disciplines: International Relations, International Development, Political or Social Sciences, Economics, Public Administration, Business Administration or other relevant field.

Experience:

• Minimum 3 years’ of progressively responsible professional experience in a relevant field of work, including in IFIs, government institutions and/or United Nations. • Experience working in/or developing relationships and managing strategic partnerships with governments and development partners. • Experience in strategy development, policy work, and/or development. • Experience in the development of effective partnership arrangements, preferably at the international level.

Language: Proficiency/level C of English (requirement); other UN language(s) desired.

KNOWLEDGE AND SKILLS

Strong communication, analytical and partnership skills; Strong diplomatic skills: tact, persuasiveness, and ability to work with diversified teams; Ability to conceptualize issues, think in abstract terms, and analyze numerical data; Sound theoretical understanding of international humanitarian and development concepts and principles with a broad knowledge of best practices, techniques, and processes; flexibility and willingness to travel; and, ability to plan and organize work with minimum supervision.

Duty station: Panama City, Panama

Type of Contract: International Consultancy Contract

Level: REG CST-1

Duration: 11 months

Successful candidates will be placed in a roster for two (2) years.
