Job Description

Key Responsibilities

Promote Effective Partnerships

- Promote and apply the IRC’s Partnership Excellence for Equality and Results system (PEERS). - Contribute to building a strong understanding of PEERS throughout the Myanmar Country Program, and ensure that IRC’s partnership principles, skills and approaches are applied by staff across programs and projects with partners. - Facilitate systematic partner feedback on IRC’s management of the partnership relationship, including the documentation of, and response to partner feedback.

Pre-award Partner Support

- Prepare partner due diligence documents, in line with donor and IRC compliance regulations - Working closely with partners and relevant IRC staff, support review and quality control of sub-award proposal package, including technical narrative, budget, budget narrative, workplan, and other sub-award annexes - Support quality control and finalization of all relevant pre-award documentation and ensure information is available on OTIS and shared folders - Facilitate the Partner's Project Capacity Review (PPCR) of potential partners as appropriate, and coordinate efforts to collaboratively analyze and manage material risks identified - Prepare funding instruments (pre-award letter, partnership agreement, etc.) and support internal review of sub-award agreement package; share agreement with partners for their review and signature, ensuring partners’ understanding of all contractual requirements

Partnership Management

- Act as primary partnerships/compliance focal point for partners as well as other IRC staff - Support the Partnership Working Group with facilitation and coordination of all partnership management processes to ensure well planned, timely, coordinated and coherent partnership management. - Lead in the overall management of partnerships and PEERS processes/documentation for relevant sub-awards. - Support the program team in facilitation of Partnership Project Opening, Review and Closing Meetings. - Coordinate narrative and finance reporting processes, including reviews and feedback. - Support the Partnership Working Group members to ensure timely and effective partner program, finance, and compliance review and reflection (monitoring). - Support the Partnership Working Group members to ensure project support plans are implemented in line with agreements. - Maintain complete and organized partnership files for each partner. - Maintain up to date Partnership Project Tracker / Monitoring Schedule. - Process sub-awards modifications in a timely manner ensuring that the relevant IRC units (in-country and at the HQ) provide their inputs and approve the modification. - Support the Partnership Working Group to ensure the smooth close out of partner projects, as applicable. - Any other relevant tasks, set by the Partnerships Coordinator.

Position Reports to: Partnerships Coordinator Position directly co-supervises: N/A Other Internal and/or external contacts: the position regularly corresponds and attends meetings with external and internal audiences, thus a strong ability to communicate and maintain positive working relationships is highly desirable for this position.

Internal: Partnership Finance team, Programs team, Finance team, Grants team, other Partnership focal points

External: Partner staff

Qualifications

What should you have?

Education

- Bachelor’s degree or equivalent in International Development or Affairs, Finance, Business or related field;

Experiences

- Minimum of 3 years’ experience with I/NGOs - Demonstrated successful experience working with partners. - Knowledge of key donor rules and regulations desired (in particular, U.S. Government, Sida, UNOCHA and ECHO) - Highly organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment.

Competencies

- Ability to work well independently but also coordinate with other teams. - Willingness to travel to field offices and partner locations. - Flexibility to adapt to changing requirements.

Language

- Professional fluency in spoken and written English and Myanmar; able to communicate concisely.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
