BACKGROUND:

Children continue to bear the brunt of the 11-year-old conflict in the Syrian Arab Republic. The scale of children in need of humanitarian assistance is on the rise. In 2022, an estimated 14.6 million people across Syria are in need of humanitarian assistance, an increase of 1.4 million from 2021 (this includes 6.5 million children aged 0-14). Over 10 years of conflict along with its consequences include significant destruction to civilian infrastructure and services and widespread violations of international humanitarian and human rights law. In 2021, the economic conditions further deteriorated and the impacts of climate change (e.g. erratic rainfall and low levels of water in the Euphrates River reduced access to water for over 5 million people) further compounded already existing vulnerabilities.

An estimated 6.9 million people remain internally displaced, including over 2 million people in informal settlements and planned camps; IDPs are often face conditions of inadequate shelter and limited access to basic services. Families in already overburdened host communities and those have returned to their communities of origin are unable to meet their most basic needs – this has become particularly pronounced with the deterioration of the macro-economic conditions.

In light of the evolving operating environment, UNICEF Syria revised its Partnership and Resource Mobilization strategy in early 2021. While humanitarian funding for a continued large-scale emergency response will remain the focus of the strategy, efforts will be undertaken to focus on resilience-based programming as part of the inter-agency Humanitarian Response Plan for Syria.

Given the particularly challenging environment for children in Syria and the unpredictability of the current global aid environment, UNICEF Syria is seeking an experienced International Individual Contractor to support the office in proposal development, donor reporting and overall resource mobilization efforts of UNICEF through the Whole of Syria approach.

OBJECTIVES OF THE ASSIGNMENT (PURPOSE OF THE ASSIGNMENT):

Under the overall guidance and direct supervision of the Partnerships Manager, the incumbent will support the development and quality assurance of donor reporting and resource mobilization materials related to all programmes for UNICEF Syria, including cross-border operations.

LOCATION (GEOGRAPHIC AREA/ DUTY STATION):

On-site working days: None (Remote assignment)

Off-site working days: Eight months, on full-time basis

DESCRIPTION OF ASSIGNMENT (TASKS, SMART DELIVERABLES, DEADLINES):

The Individual Contractor will receive a detailed reporting schedule with specific deadlines once recruited.

PAYMENT SCHEDULE:

The contractor will be paid on a monthly basis subject to satisfactory performance and timely submission of deliverables, against a monthly Progress Report.

UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

QUALIFICATION REQUIREMENTS:

  1. Education: Master’s degree in Social Science, Public Relations, International Affairs or any other related field
  2. Work experience: At least 5 years of relevant professional experience in writing reports and developing fundraising materials (including proposals, concept notes, briefs and updates etc.) within the international humanitarian or development field; ability to make text succinct and persuasive and have high standards for effective written communication and thorough understanding of and work experience in results frameworks and results-based management is an asset. Public and private sector partnerships within UNICEF will be considered an asset.
  3. Technical knowledge/ competencies: Demonstrated experience in coordination and strong writing skills, proficient in use of MS Word, Excel and other related software packages.
  4. Experience working in protracted and complex emergencies, particularly in L3 emergencies. Experience related to working on Syria will be a strong advantage.
  5. Experience in developing high value business cases with non-traditional donors will be considered an asset.
  6. Language: Fluency in English language is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
