UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.

Founded in 2001, the Stop TB Partnership's mission is to serve every person who is vulnerable to TB and ensure that high-quality treatment is available to all who need it. Stop TB partners include international and technical organizations, government programmes, research and funding agencies, foundations, NGOs, civil society and community groups and the private sector. We recently published the Global Plan to End 2023 -2030 which provides a blueprint of priority actions required and a detailed estimate of financial resources needed to end TB. The Partnerships and Technical Coordination Specialist position will be administered by STBP but will mostly work with the Global Fund managed TB Situation Room. It is a critical position to support partners and the Global Fund maximize the impact of Investment in TB. The incumbent will ensure there is coordination among partners specifically World Health Organization (WHO), USAID, The Stop TB Partnerships, Gates Foundation, and the Global Fund. The incumbent will coordinate day to day operations of the TB Situation Room ensuring there is an agenda for the meeting and follow-up of actions agreed by partners. The incumbent will also work with partners through the Coordination Team (CORT) to ensure the technical assistance is linked to the grants by regular communication with Country Teams and other Secretariat Teams and bring the TA requests to the partners through CORT.

The Partnerships and Technical Coordination Specialist, reports to the Stop TB Technical Advisor (Global Fund) and to the Head of TB at the Global Fund and works in coordination with Chairs of TB Situation Room and focal points from TB Situation Room partners.

Functional Responsibilities

Perform the following duties under the prioritization, supervision and direction of the Stop TB Technical Advisor (Global Fund), and in liaison with Head of TB, Global Fund and oversight of TB Situation Room Chairs; - Ensure day to day operations of TB Situation Room including agendas, speakers and participation of key people in the meeting - Follow-up of agreed actions and recommendations with all stakeholders including Country Teams and Global Fund Principle Recipients - Conduct data analysis which will inform the discussions at TB Situation Room including data from grants and also from partners as necessary. - Conducts specific detailed analyses, along the grant lifecycle and where required, in collaboration with other Global Fund teams, to identify investment gaps and opportunities for maximizing partner’s investments and technical support - Identify technical assistance needs from the grants which could benefit from support from partners through Coordination platform (CORT) involving focal points from TB Situation Room partners. - Conduct mapping of technical assistance and resources available to support TB grants - Together with other CORT partners support quality assurance of technical assistance provided - Ensure alignment of other Global Fund Strategic Initiatives which could benefit TB and leverage with other partners technical support. - Engage other partners who are not part of TB Situation when appropriate and ensure smooth communication and dissemination of appropriate information. - Support joint country visits of TB Situation Room partners including high level engagement of Countries as needed. - Develop reports, documentation of best practices and dissemination of the work of the Situation Room as appropriate. - Establish and/or maintain strong and effective working relationships with other partners and working groups which might be relevant to TB Situation Room - Represent TB Situation Room partners in other meetings which might be relevant to TB Situation Room partners

Education/Experience/Language requirements

Education Requirements:- An advanced university degree in public health, epidemiology, or infectious diseases; or programme management or other relevant field is required. - A bachelor's degree in public health, epidemiology, or infectious diseases; or programme management or other relevant discipline, with additional 2 years of relevant experience may be accepted in lieu of a Masters degree

  • Specialized post-graduate qualification in public health or social sciences related to TB is desirable

Professional Experience Requirements:

  • A minimum of 5 years of experience at international and national level with practical TB experience is required
  • Experience in working with TB partners or agencies closely allied to infectious diseases at national and international levels is required
  • An understanding of the international health arena and direct exposure to health environments both at national and international levels is desirable.
  • Knowledge of Global Fund and its policies, processes and its governance structure is desirable.
  • A good publications record demonstrating the ability to articulate clear appraisal of evidence base is an asset.
  • Knowledge of the TB new tool pipeline and actors involved in new TB tool development is an asset

Language requirements:- An excellent knowledge of English is required; - A good working knowledge of one of the following is desirable: French Arabic, Chinese, Russian, Spanish - Knowledge of other languages would be an asset.
