The Level 3 Scale-up for Ukraine was activated effective 5 March 2022, for an initial period of six months. With the activation of the procedure, UNICEF has adopted a no-regrets approach in view of the complex situation and increasing humanitarian needs, to ensure that UNICEF continues to provide life-saving response for the children and women in Ukraine in line with the CCCs. The recent escalation in the armed conflict in Ukraine poses an immediate threat to the lives and wellbeing of the country’s 7.5 million children. The intensification of the armed conflict is posing severe human costs, causing a growing number of civilian and children casualties, interrupting livelihoods and damaging critical civilian infrastructure, including hundreds of homes, water and sanitation infrastructure, schools and health facilities. Hundreds of thousands of children and their families have been internally displaced and, to-date, over one million forced to flee the country in search of safety – the majority are women and children.

In response, UNICEF has already mobilized organization-wide support. However, the deteriorating situation and complex operating environment requires strengthened capacity and sustained efforts to further expand our presence and work in those parts of the country that can be safely accessed, to strengthen our cluster and overall humanitarian leadership, and to continue scaling-up our humanitarian action, with priority focus on child protection, health, WASH, nutrition, learning, cash interventions and social protection efforts. UNICEF is also coordinating with refugee hosting countries to prepare and respond to the humanitarian needs emerging from population movements.

How can you make a difference?

The Specialist will support the Refugee Coordinator in deepening collaboration with key government and other stakeholders and helping to provide an interface for environmental and political scanning, knowledge exchange, social policy programming, programme partnerships from strategic planning and formulation to delivery of concrete and sustainable results.

1. Developing, planning and coordination

  • Analyzes the macroeconomic context and its impact on social development, emerging issues and social policy concerns, as well as implications for refugee and host community children, and proposes and promotes appropriate responses in respect of such issues and concerns focusing on government resource allocation policies for the realization of the rights of children.
  • Undertakes budget analysis to inform UNICEF’s advocacy and technical assistance to government partners (e.g.Ministries of Finance and Interior, municipalities, etc.) planning commissions to improve equitable allocations for essential services for children.
  • Analyzes the political context, the relevant laws, decrees, policies and public statements of the Hungarian government and shares key political insights with Refugee Response Team. Informed by the analysis, advises the Refugee Coordinator and other programme staff on the best approach for engaging with the government, ministerial counterparts, municipalities and other key governmental actors to ensure that UNICEF programme activities can be delivered with support of the Hungarian government, relevant issues affecting refugee and host community children are discussed by UNICEF and government counterparts in a collaborative manner and that there is engagement on system strengthening interventions.
  • Coordinate the Refugee Response Team’s efforts in strengthening partnerships and collaboration with existing programme partners and pursues new programme partnership opportunities with central government, municipalities and civil societypartners.
  • Acts as focal point for identification and pursuit of opportunities for outreach, engagement, policy influence and collaboration, by ensuring that UNICEF’s interests, perspectives, and knowledge are taken into account in relevant policy.
  • Contribute to promote and develop options to expand social protection in response to the refugees, particularly systems strengthening
  • Maintain effective relationships with the Regional Office in order to keep them informed on important, strategic operational activations.

2. Building partnerships

  • Support the Refugee Response Team’s management with the development, implementation, monitoring and evaluation of a sound cross-sectoral partnership engagement and alliances-building strategy in line with UNICEF’s programmatic priorities.
  • Support the Refugee Response Team’s management with the development and implementation of a sound cross-sectoral programme partnership engagement and alliances .
  • Develop and maintain deep knowledge and familiarity with current and prospective programme partners and relevant stakeholders, contributing to a database of key contacts and to UNICEF’s base of knowledge on programme partnerships.
  • Conduct research on potential new programme partners for UNICEF, and provide analysis of the areas of work and reputation of prospective partners.
  • Contribute to ideas for opportunities to develop new and existing synergies with the public sector and civil society actors in order to support a more effective and efficient approach to programme delivery.
  • Identifies key partners and opportunities for their engagement in initiatives that promote the realization of children’s rights and support UNICEF programme goals and objectives, especially in social policy.
  • Ensure the maintainance of up-to-date information on partners, analyses development assistance policies and keeps partner profiles updated.
  • Act as the key knowledge holder on UNICEF’s programme partnership processes and tools and advise the Refugee Response team members.

3. Knowledge management, capacity building and innovation

  • Support the development and implementation of standards and guidance for UNICEF programme partnerships, formulation of work plans and strategies.
  • Provide strategic, logistical and programmatic support to senior management and other UNICEF staff in interaction with assigned programme partners;
  • Maintain awareness of current activities, political and social events of UN and other multilateral bodies/governments, conduct analysis to understand how they may impact UNICEF activities and programmes and provide timely information to UNICEF staff for decision-making.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields: international relations, public affairs, political science, communications, international development, responsible business conduct, sustainability or another relevant technical field.
  • A minimum of five years of professional experience in one or more of the following areas is required: public affairs, programme management, , external relations (in particular partnership development and government relations), or other relevant area. Previous experience in state administration would be a plus.
  • Fluency in English and Hungarian is required.
  • Knowledge of another official UN language is considered as an asset.
