Org. Setting and Reporting Under the overall direction of the Office of the Secretary General (OSG), the Strategic Planning, Coordination and Partnerships Office (SPCP) coordinates high-level and cross-cutting strategies and priorities among the different Bureaux and Offices, including the Regional Offices, of the Organization. In particular, SPCP is responsible for the development and maintenance of the ICAO Business Plan, the ICAO Operating Plan, the Corporate Performance Management Framework, the Corporate Key Performance Indicators and the Risk Registry, which form the basis for resource allocation and assist the Secretary General to monitor its accountability and performance with respect to the implementation of initiatives. SPCP has also the responsibility to facilitate the development of partnerships as well as to leverage such strategic partnerships in air transport systems’ enhancements for Member States and the mobilization of resources needed to implement necessary improvements.

The Partnerships and Resource Mobilization (PRM) Section, within SPCP, works closely with all Bureaus and Regional Offices and is responsible for developing and coordinating relationships with potential and existing partners and in mobilizing resources. The mandate involves advocating with Member States, the United Nations System, international and regional organizations, development banks and financial institutions, the donor community and the private sector to invest in aviation development to meet ICAO’s established resource mobilization targets, and developing the Organization’s resource mobilization capacity at the global, regional and national levels. Likewise, PRM supports Member States in securing access to public and private funds and/or financing for the development of their air transport system.

The Partnerships and Resource Mobilization Officer reports to the Chief, PRM, with whom s/he consults on complex technical and managerial issues. Under the overall supervision of Chief, PRM, the incumbent will manage the partnership and resource mobilization efforts of ICAO globally.

Responsibilities Function 1 (incl. Expected results) Coordinates with Bureaus and Regional Offices on the identification of voluntary funding, which will assist States in securing funds to enhance their civil aviation systems, capacity and implementation of ICAO Standards and Recommended Practices (SARPs), and complement the Regular Programme Budget in support of ICAO’s mission and objectives at the global, regional and national level, achieving results such as: •Coordinate with Bureaus and Regional Offices to recognise funding needs, prioritise funding demands for sustainable aviation development of States and contribute to the development of strategies to foster partnerships and mobilize the resources needed. •Support the Project Review Committee (PRC) and liaise with Bureaus and Regional Offices to adequately include in the Business Plan a prioritisation of costed unfunded projects in need of voluntary funding. •Lead on analysis, development and roll-out of strategic innovative approaches to broaden the funding base and encourage current and potential donors to make contributions that are predictable and long term, including by cultivating contacts and mobilizing resources through innovative financing mechanism from International Financial Institutions (IFIs) and Multilateral Development Banks (MDBs). •Research Official Development Assistance (ODA) trends and processes to promote aviation as a sector to commit and disburse flows. •Undertake regular analysis of assistance provided to States by donors and facilitated by ICAO, and based on the outcomes of these assessments, maintain up-to-date findings, recommend priorities and efficiencies at the policy and implementation level (i.e. via the Implementation Policy Development Group). •Facilitate monitoring of programme implementation while closely liaising with donors to demonstrate results achieved. •Liaise with technical officers, budget and planning staff to ensure that allocation of funds is in compliance with donor requirements, to ensure trusted, effective relationship with donors.

Function 2 (incl. Expected results) Develops, oversees implementation of, and updates, as appropriate, the ICAO Resource mobilization Strategy of Voluntary Funds to support the Organization in delivering on its mandate as it assists States in enhancing their air transport systems, achieving results such as: •Lead on drafting and finalisation of the ICAO Resource mobilization Strategy of Voluntary Funds and coordinate with Bureaus and Regional Offices on the drafting of Regional Resource mobilization Strategies. •Oversee the development of expressions of interest, concept notes, proposals and donor pitches for prospective contributions, including the initiation, preparation and processing of grant arrangements. •Engage in targeted networking to establish connections, leading to the development, mobilization and management of partnerships within and outside ICAO with the purpose of mobilizing resources. •Compile information related to existing and/or prospective partners and donors, including preparation of related income charts, donor profiles, as well as partner and donor interest/priorities databases. •Manage engagement with TCB on the development of national civil aviation master plans (CAMP) and support SPCP senior management with outreach to States on prioritisation of CAMP and inclusion of aviation in national transport plans, national development plans and in national budget allocation. •Serve as the focal point for continued coordination with the UN Sustainable Development Group as appropriate, and ICAO engagement as needed and desirable. Engage with the Secretariat of the Organisation for Economic Co-operation and Development's Development Assistance Committee (OECD-DAC) to render ICAO an ODA-eligible organisation in support of the Sustainable Development Goals (SDGs), and support SPCP senior management in following up on outcomes. •Serve as resource mobilization focal point for specific global or regional projects and/or working groups.

Function 3 (incl. Expected results) Leads and oversees organization-wide knowledge-sharing and capacity-building efforts aimed at mainstreaming of resource mobilization, achieving results such as: •Lead the ICAO Resource Mobilization Network (RMN), and institutionalize its functioning through Standard Operating Procedures (SOPs), aimed at capacitating ICAO staff in the mobilization of voluntary funds, in support of the implementation of ICAO’s mission. •Coordinate with Bureaus and Regional Offices the production of substantive briefs, reports, statistics, revenue projections and requirements for the Secretary General’s meetings with minister-level counterparts, senior funding government officials, senior parliamentarians, and heads of International Funding Institutions. •Work with Bureaus and Regional Offices in developing and implementing visibility products regarding partners’ enabling of joint results, and in this sense support development of reports and other material, as well as events/workshops/campaigns. •Facilitate the establishment of the RMN as the central platform for capturing real-time intelligence on partner policies and priorities, and resource mobilization needs for dissemination organization-wide. •Identify and formulate lessons learned and recommendations to be integrated into overall resource mobilizing efforts. •Work with Partnerships Officer in negotiating terms of agreement of funding consistent with ICAO Rules and Regulations, policies and procedures to facilitate review by the Legal and External Relations Bureau (LEB) and the Committee on Cooperation with External Parties (CCEP), and make lessons learned available through the RMN.

Function 4 (incl. Expected results) Supports the overall development of ICAO’s partnerships and resource mobilization capacities with focus on tools, mechanisms and processes, achieving results such as: •Support SPCP management with the organisation, agenda setting, and preparation of documents to facilitate the Project Review Committee for all ICAO Voluntary Funds (PRC-IVFs). •Conceptualise, design, implement, deploy, maintain, update and institutionalise internal and external systems and websites related to resource mobilization (i.e. the Resource mobilization Platform), as well as other social media tools. •Coordinate with Bureaus and Regional Offices the development and deployment of policy, guidance materials and SOPs, aiming to enhance efficiencies in the management of ICAO voluntary funds. •Streamline Contributions Management and interface with Resource mobilization, including the design and deployment of electronic workflows, to ensure that requirements and timelines as reflected in donor grant agreements are met, including reporting requirements, commitments of grant agreements, and timelines. •Draft Council working papers, correspondence; contribute to audits, and follow up on decisions, including mobilizing resources for Assembly decisions, as required. •Support SPCP senior management in including a resource mobilization perspective into public awareness, advocacy and outreach efforts to maximize opportunities for donor expansion and diversification. •Organise and support meetings and teleconferences.

Education Essential An advanced level university degree (Master’s Degree or academic equivalent), preferably in business or public administration, finance, law, economics, development studies, international relations, marketing ,or in a related field.

Work Experience Required •At least ten (10) years of experience working for a government authority, international organization and/or private sector. •Experience in partnership development/resource mobilization, project management, donor relations, finance, marketing, or administrative activities. •Experience in leveraging external partnerships to optimize resources in a national or international setting. •Experience in management in a multinational context, requiring complex coordination with diverse stakeholders (governments, the UN system, financial institutions, private sector, etc.) or Experience in resource mobilization, corporate outreach and engagement, partnership development or funds oversight and management in an international context. •Experience in writing material for partnerships/resource mobilization, including policies, project proposals and promotional material. - Desirable •Experience in international civil aviation.

Languages Essential •Fluent reading, writing and speaking abilities in English.

Desirable •A working knowledge of French. •A working knowledge of any other official language of the Organization (Arabic, Chinese, Russian, or Spanish).
