ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), and typically report to a more senior Government Partnerships Officer. Job holders are likely to be working closely with a more experienced professional staff member, receiving guidance and regular feedback on work performed.

JOB PURPOSE

Facilitate the work of the Partnership Unit in supporting senior staff to effectively position WFP public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP, while supporting member states in the achievement of the SDGs and Zero Hunger and emphasizing WFP’s contributions in this regard.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support projects and operational activities that maintain and develop government partnerships in order to maximise resources raised for the programme. 2. Contribute to the management of a portfolio of partnerships, providing coordination, data and analysis to support effective solicitation of contributions, donor stewardship and assessment of results. 3. Provide support to technical units, RBs and/or COs in order, to assist them, as required, to effectively mobilise donor resources. 4. Highlight fundraising opportunities and resourcing issues to stakeholders through briefs and/or participation in the Strategic Programme Review Process (s-PRP) and the Electronic Programme Review Process (e-PRP), in order to ensure that concerns are adequately considered. 5. Collate data and contribute to preparation of accurate and timely reporting on donors and programmes, to enable informed decision-making and action planning by senior stakeholders. 6. Provide regular information to educate new and potential donors on the strategy, design, relevance and impact of programmes, to advocate the work of WFP. 7. Track and collate data to support senior managers in developing new strategies to maintain and increase funding from new and traditional donors. 8. Represent WFP at international meetings at appropriate levels, sharing information that raises awareness of the government partnerships strategy and objectives, and builds support for WFP activities. 9. Work in collaboration with other government partnerships officers to ensure the flow of information and with other WFP units to align activities and ensure donor visibility and that donor conditions are met. 10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of a crisis. 11. Other as required.

  • Has a good understanding international cooperation and government strategies in the country.
  • Has developed effective relationships and solid proposals with various partners (CSO, government, international donors, and the private sector) to scale-up existing activities, research opportunities, and raise resources for both emergency and development funds.
  • Has developed solid proposals (narratives and budget) to raise resources in accordance with forecasts, through strong partnerships with local government, international donors, and the private sector.
  • Has developed powerful narratives using data analysis, to enable action-oriented discussions with partners, develop strong contextual narratives, and internal reports.
  • Has developed a timely management system for cooperating partners, providing advice to assist programme units in the cooperating partner management cycle.
  • Has developed timely strategies to strengthen the capacities of CSO and program teams to strengthen the management of partnerships and knowledge of gender approaches, protection programming, human rights approach, humanitarian principles, etc.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in International Affairs, Economics, Social Sciences, Communications, or other field relevant to the international development assistance. Or bachelor’s degree in these fields with additional years of related work experience and/or training/ courses. Language: Fluency (level C) in both Spanish and English in both oral and written communication.
