Objectives of the programme

To provide effective technical support and facilitation to all activities related to partnerships, inter agency coordination and resource mobilization at regional and country level in support of WHO's programmatic priorities and programme budget implementation.

Description of duties

Under the overall guidance of Director, Programme Management and direct supervision of the Partnerships and Resource Mobilization Technical Officer, the incumbent performs the following duties:

  1. Supports all budget centers in the region to in the proposal and agreement management through the Contributors Engagement Management (CEM) system. In this process: a. provides support to budget centers to create opportunities, prepare agreements and submit agreements for clearance. B. provide regular training to budget centres on CEM use, c. provides advice to budget centers on the appropriate contractual modalities and templates; d. uses the CEM system to collects and analyses information related to voluntary contributions in the region.
  2. Supports the implementation of Framework for Engagement with non-State actors (FENSA) in the region. In this process: a. supports the revision of documents, b. supports due diligence and risk assessment; c. liaises with budget centers and HQ, assists in drafting FENSA clearances and d. manages the SEARO intranet FENSA database.
  3. Provides support to the Head of PRM in her/his capacity of Grant Review Committee (GRC) Secretariat. In this process: a. Acts as first point of contact from budget centers; b. collects and compiles documentation for GRC members; c. Drafts correspondence related to GRC secretariat; d. liaises between budget centers and GRC members to ensure swift implementation of GRC processes.
  4. Assists gathering and visualization of Resource Mobilization data, available through various tools and platforms, to support Regional Resource Mobilization analysis.
  5. Provides input in the development of new resource mobilization information tools as required by the Technical Officer (PIR).
  6. Generates information/reports necessary for monitoring of funds flow from voluntary contributions. In this process: a. compiles and records information regarding funds in pipelines in coordination with relevant technical units and country offices; b. prepares status reports on voluntary contribution in coordination with Budget and Finance Unit;c. assists supervisor in reviewing donor agreements as required; and Supports supervisor in identifying funding gaps based on pipeline information and programme budget.
  7. Assists the supervisor in researching donor websites and summarizing key changes or new initiatives and provides timely information to WHO Country Offices and SEARO technical units. This includes assembling donor information from websites and sending regular Donor Information Bulletins to all P-Staff in the Regional Office and Country Offices.
  8. Prepares correspondence, notes for the record, meeting minutes and provides other administrative and secretarial support to the unit.
  9. Performs other duties as directed by the supervisor.

Required qualifications

Education

Essential: Completion of Secondary Education.

Desirable: Training or certificate in financial management, administration, accounting or computer application.

Experience

Essential: At least eight (8) years' of experience in progressively responsible work in secretarial, administrative, financial, or accounting work.

Desirable: Relevant experience social work, non-profit sector or UN organization.

Skills

Thorough knowledge of SEARO office procedures, practices, forms, etc.; good knowledge of organizational structure of technical and support programme units; ability to draft clearly and concisely correspondence/ reports; knowledge and ability to use standard software applications including database, word processing, excel and PowerPoint; ability to update the Unit's intranet and internet webpages; ability to take notes at meetings.

Remuneration

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,234,734 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
