The Lao PDR-UN Sustainable Development Cooperation Framework 2022-2026 is in its second year of implementation. It envisages substantial improvements in both the breadth and depth of partnerships developed and maintained by the UN country team to support the achievement of national development aspirations and the SDGs. The position will be located in the UN Resident Coordinator’s Office (RCO) in Lao PDR, and will report to the Head of Office, working closely with the Resident Coordinator, Senior Economist, and other members of the team. The holder will play a key role in supporting the extension of partnerships with government counterparts, other development partners, the private sector, and non-government organisations- building on existing initiatives. The holder will also support resource mobilization efforts by the UN country team to deliver on expectations under the Cooperation Framework. In particular, this will include efforts coordinate the efficient use of resources, for example through the establishment of a country-level pooled fund. The core post of the Partnerships and Development Financing Officer (national staff) is currently subject to a temporary recruitment freeze. Subject to this post being recruited during the assignment of the UNV Specialist, the two post holders would be expected to work closely with and support one another.

Under the direct supervision of the Head of Office, the UN Volunteer will undertake the following tasks: 1. Provides support for strategic planning and coordination of UNCT partnerships, incl. with government, development partners, civil society, private sector and academia, under the Lao PDR - UN Sustainable Development Cooperation Framework 2022-2026: • Provides advice on the development, maintenance and implementation of locally tailored UNCT partnerships and initiatives in alignment with and support of the UNSDCF in the country; • Supports the UNCT in monitoring and assessing partnerships at regular intervals to harness emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments; • Supports in liaison and coordination with UN entities at country, regional and HQ levels, to help package and define UN business strategies, including differentiated value propositions to attract partners, both traditional and non-traditional. • Supports the RCO in providing substantive support to the Resident Coordinator (RC) and the UNCT in identifying risks and opportunities related to specific part-nerships, and suggests mitigation measures as relevant; • Supports inputs on due diligence processes of potential investment and partner-ship opportunities, in accordance with UN regulations and procedures; • In cooperation with Communications colleagues, plans and facilitates the en-gagement of key traditional and non-traditional partners, including government, civil society, private sector, development partners and others new as well as tradi-tional actors on the collective 2030 Agenda and the UN’s work in country; • In collaboration with Communications colleagues, plans and facilitates public en-gagement on the UN’s role and work in country, including through programme vis-its showcasing the UN’s development impact; • Prepares official briefing materials, talking points, speeches, statements, op-eds and presentations as necessary.

  1. Provides support to and participates in joint resource mobilisation for the Lao PDR - UNSDCF 2022-2026: • Provides substantive support to RC/UNCT to develop and implement locally tailored resource mobilization strategies and initiatives, and identify appropriate data and benchmarks to measure progress and success; • Contributes to the design, formulation, implementation, monitoring and reporting of joint programmes and programming processes for use in joint resource mobilization, as well as the development of a country-level pooled fund; • Monitors and provides updated Donor Profiles of local, regional and global resource mobilization partner- and relationships, incl. ensuring monitoring of social media plat-forms; • In collaboration with Communications colleagues, supports the production and distri-bution of marketing materials to raise awareness about opportunities for working with the UN on SDG investment; • Collaborates with Communications colleagues in building the UN brand via events, media and public relations opportunities targeted to the diverse partners.
  2. Supports knowledge management and capacity building, and RCO engagements in UNCT fora under the UNSDCF: • Supports the planning and facilitation of the development, maintenance and sharing of knowledge and intelligence, to ensure RC/UNCT are informed and positioned to effec-tively generate and harness opportunities to meet its UNSDCF outcome statements and resource mobilization targets; • In collaboration with RCO colleagues, contributes to knowledge networks and com-munities of practice at national, regional and global levels; • Supports activities to strengthen the capacity of the UNCT to mainstream and pro-mote SDG investment partnerships; • Provides foresight and support for the discovery, evaluation and selection of partner-ship and innovation opportunities at the sourcing and origination stages. • Supports RCO engagement and support to interagency for a under the Lao PDR – UNSDCF including the POG, the Results Groups and relevant output groups, the UNCG, the OMT and the SMT as necessary.

providing strategic support to partnerships, project/programme management, resource mobilization or development finance in the context of development cooperation or related area is required (3-5 years is desirab). Experience in budgeting, government liaison, conference design and management, and development of knowledge management products is desirable.

The position will be based in the capital, Vientiane. Living conditions in Vientiane are comfortable, but residents must make concessions due to the tropical climate and under-developed infrastructure, including health facilities.

Vientiane is a relatively safe place to live in, with violent crime incidents rare. However, single females should exert vigilance if moving alone during the dark and it is best advised to move in groups. The biggest hazards relate to traffic accidents. Hence utmost care should be exerted when in traffic, especially when riding a motorbike. Houses or apartments are usually of good standards. All basic commodities can be bought in Vientiane and its immediate vicinity.
