The UNV Field Unit (FU) is responsible for mobilization, recruitment and placement of UN Volunteers in UN Agencies, Government, Civil Society Organisations and the Private Sector. The UNV Field Unit represents and positions the UNV Programme in-country and brings UNV’s services and volunteer solutions closer to cooperating partners. The UNV FU is further responsible for everyday management of serving volunteers.

The Partnership and Volunteer Mobilization Officer will support the Country Coordinator to develop and implement the United Nations Volunteers programme’s outreach and partnerships building plan with UN entities implementing programmes/projects and activities in the northern provinces of Cabo Delgado, Nampula and Niassa. The Partnership and Volunteer Mobilization Officer will also lead the development and exploration of partnerships with potential UN partners, seeking to encourage their commitment to the UNV programme, to mobilize and host UN Volunteers in their programmes for the

Within the delegated authority and under the supervision of the UNV Country Coordinator the Partnership & Volunteer Mobilization Officer will perform the following tasks:

  1. Partnership Building
    • Develop and implement operational partnership and engagement plan for integration of UN Volunteers assignments into UN entities programmes/projects and activities being implemented in the northern provinces of Cabo Delgado, Nampula and Niassa, based on UNV Mozambique 2023 work plan.
    • Lead on UNV partnerships on the ground, seeking to encourage commitment from UN agencies to mobilize and host UN Volunteers in UN programmes & initiatives for the North.
    • Establish and maintain effective relationships with heads of Field Offices of UN Agencies based in the North, programme and operations staff and other parties, promote, and raise awareness on the value add of UNV programme to attract Volunteer assignments. • Lead and promote UNV programme at provincial and district levels in Cabo Delgado, Nampula and Niassa provinces, conduct outreach to local organizations and institutions including Universities in Pemba, Nampula, and Niassa to enhance UNV’s visibility among locals, in close collaboration with the Talent Outreach Officer. • Provide support to the Country coordinator in Interagency coordination missions, UN-led assessments, technical and monitoring missions in the North to identify opportunities for volunteerism and volunteer placement; draft mission summaries with recommendations on potential volunteer demands for the attention of the Country Coordinator and decision making.
    • Contribute inputs for briefing notes and other required documentations on the UNV programme in Mozambique.

  2. Support to Volunteer Mobilization and Management
    • Monitor and analyze UN programme/projects under development and implementation in the North; review relevant documents and reports; identify volunteer placement opportunities and present UNV value proposition and volunteer modalities with the objective of maximizing international and national volunteer placements, including collaboration in the preparation of descriptions of assignment, with partner agencies and other partners. • Research and analyze information gathered from diverse sources, organize, and prepare written outputs, e.g., analysis of the UN programmes in the north as basis for identifying and recommending solutions to the Country Coordinator for planning, forecasting of demand and supply. • Lead field missions to the Provinces of Nampula and Niassa to consult key stakeholders, undertake needs assessment to identify opportunities for volunteer placements.
    • Support the Country Coordinator to establish benchmarks and monitor implementation of the FU’s annual work plan and set performance indicators on Volunteers mobilization and placement with partner agencies and other partners in the North.

  3. Advocacy and Promotion of volunteerism • Establish, foster, and maintain effective relationships with local and civil society organizations, prioritizing those focused-on volunteerism to jointly promote volunteerism locally as a contributor to community-led sustainable development in the Country. • Promote UNV programme-conduct sensitization - initiate and coordinate outreach activities; prepare and make targeted presentations on the UNV modalities/categories to UN partners in the North (in close collaboration with Talent Outreach Officer). • Contribute to talent outreach work to ensure UNV programme attractiveness to potential candidates to catalyze registration in the national talent pool. • Assist in planning and coordinating UNV events in the Northern Provinces– IVD, UNV Retreats, innovative initiatives and any other activities which promote volunteerism and celebrate strengths and contributions of volunteers. • Contribute inputs ESARO communications activities: Collaborate with partner UN agencies and other partners in the North and support documenting of UN Volunteer stories for publishing and promotion of UNV content and information to enhance visibility and reach. This includes close collaboration with the UN Inter-Agency Communications Group in Mozambique.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

The position is based in Pemba, the capital of Cabo Delgado Province, in the north of Mozambique. Pemba is a D, Non-Family duty-station. Mozambique has a total population of about 29 million people and Maputo is its capital city. The total area of Mozambique is 799,380 Km square from North to South. It is tropical hot and humid. The hottest and wettest months are December to February, when the average daily minimum temperatures are around 22°c and the average daily highs of 30°c. The rain season is between October and April. Winters (June to August) are mild with the average daily temperature ranging from 13°C to 24°C. Cabo Delgado is bordering Tanzania, with a population of over 2.2 million individuals according to the 2017 census. The province, considered one of the poorest in the country, was hit by cyclone Kenneth in April 2019, which affected several villages, causing material damage and the displacement of many residents. The province has also been targeted by armed groups that have been attacking local villages since October 2017 to date. The number and intensity of attacks increased consistently in 2020. Communication and transport services are available at various costs. The housing market is healthy but quite expensive (from US$ 800 to US$ 1,500 per month). Pemba has one medium-large supermarket and one international airport. The metical is the local currency and exchange rate stands at USD 1 equivalent to about 63.8 meticais (MZN) as per April 2022. Pemba has 3 health facilities: ISOS clinic, CLIDIS private clinic and the Provincial hospital. There is a wide range of Banks and ATMs to meet financial needs. Credit/debit cards are accepted in most places. UNDSS-cleared hotels are available, with the rates differing depending on the availability and season.
