Result of Service The consultancy has two main purposes: 1) to support the DCO LAC in developing and implementing a partnership strategy that builds partnerships with internal and external stakeholders of the 2030 Agenda for Sustainable Development; and 2) to support the coordination of the LAC network of RCO partnership and development finance officers through the organization of the monthly meetings of the network, and the development of related products, such as mappings, compilation of good practices, and development of guidance.

Under the overall guidance of the Regional Director of DCO LAC, and reporting to the DCO LAC Senior Regional Coordination Officer, the consultant will provide the support indicated below. The consultant will work in direct collaboration with the Global Compact Officer in DCO LAC.

- Development and implementation of the DCO LAC partnership strategy. o Update the RCOs’ partnership engagement and partnership status by country (baseline from September 2020 requires updating in 2022) o Develop the DCO LAC partnership strategy on the basis of the corporate documents available on partnerships, the DCO LAC 2022 workplan, and additional inputs. o Support the DCO LAC Regional Director in his outreach to specific partners, preparing background notes, talking points, meeting summaries, Memorandum of Understandings or Letters of Intent (following corporate standards), and other materials as required, in close coordination with DCO LAC staff o Support the DCO LAC team in the implementation of the DCO LAC partnership strategy o Participate in the periodic meetings between DCO LAC and the regional office of the Global Compact. Ensure follow up of the decision points that concern DCO LAC o Participate in the UN regional group on communications and partnerships, for the meetings/initiatives that relate to partnerships

- Support the coordination and provide advice to the LAC network of RCO Partnership and Development Finance Officers (PDFOs). o Organize the monthly meetings of the network on the basis of the priority topics identified by the Officers, reaching out to UN entities, and external actors as needed, in close coordination with the staff in charge of partnerships in DCO New York o Maintain and update the community of practice of LAC RCO PDFOs o Provide advice and guidance to the RCO PDFOs o Support RCO PDFOs in the establishment of Memoranda of Understanding and Letters of Intent in close collaboration with legal offices at DCO HQ o Compile good practices on partnerships facilitated by RCs/RCOs which have benefited the UNCTs in country o Facilitate the creation of task forces within the PDFO network to deliver on specific products/initiatives prioritized by the network o For support to PDFOs on private sector engagement, coordinate with the Senior Adviser of the regional office of the Global Compact based in DCO LAC for specific advisory support and guidance to the network of LAC PDFOs o For support to PDFOs on financing for development, coordinate with the Regional Economic Affairs Officer in DCO LAC for specific advisory support and guidance on the issue

- Provide technical support for the organization of regional meetings with UN and non-UN partners organized by DCO LAC. - Provide other technical support functions as required.

Expected duration The expected duration of the assignment will be eight (8) months.

Duties and Responsibilities The United Nations Development Coordination Office for Latin America and the Caribbean (DCO LAC) is a regional outpost of DCO, which is part of the United Nations Secretariat. It was created in March 2019 to manage the Resident Coordinator’s System: Resident Coordinators (RCs), Resident Coordinators’ Offices (RCOs) and United Nations Country Teams (UNCTs) in the region as well as to support the regional coordination of UN entities in LAC. Its efforts focus on supporting the RC System in the COVID-19 recovery and the implementation of the SDGs and to increase the UNDS regional and sub-regional positioning on the Agenda 2030.

As part of its 2022 workplan, DCO LAC has a result area dedicated to partnership development, within and outside the United Nations system, in support of the efforts deployed by the RC System in countries. DCO LAC also provides coordination support to the core RCO functions, including the function of partnership and development finance officers who are present in 24 RCOs of the region.

Qualifications/special skills Academic Qualifications: - Education: Master’s degree or equivalent in Development Studies, International Relations, Political Science, Economics, or related fields. Experience: - General Experience: At least 8 years’ experience in partnership development. Previous experience in UN inter-agency coordination required; previous experience working in Latin America and the Caribbean required; previous experience with international financial institutions an asset; familiarity with the UN development reform an asset. - Specific Experience: Proven experience in strategy development; proven experience in engaging in complex multi-stakeholder processes; analytical rigor and attention to detail; ability to summarize in a clear language; ability to deliver under tight deadlines. Language: - Required Languages: Fluency in English and Spanish is required, a third UN working language is an asset. Candidates who cannot demonstrate full fluency in both English and Spanish will not be considered.
