The situation in Afghanistan remains exceptionally complex, with a protracted emergency situation characterized by recurrent natural disasters, an increased number of people living in poverty, continued internal displacement, and unprecedented levels of food insecurity, further compounded by the COVID-19 pandemic. This complexity has dramatically impacted the situation of children and women in the country. The withdrawal of the United States military forces from Afghanistan in August 2021 and the establishment of a de-facto government by the Taliban have exacerbated the complexity and uncertainty of the situation. UNICEF must rapidly adapt our ways of working to address the multiple operational constraints present in the highly volatile and unpredictable context. This includes establishing a Programme Management Unit that will provide operational and transactional capacity to the Afghanistan Country Office to ensure urgent lifesaving and resilience-building programmes can continue.

How can you make a difference?

Under the guidance and supervision of the Partnerships Manager, the Partnerships Specialist (P3 TA) will be responsible for supporting the fundraising efforts of the office, with a particular focus on large-scale opportunities in response to the recently agreed HAC for 2022. This will be achieved through support to donor engagement, donor profiling, and elaboration of critical products such as proposals and briefing notes in liaison with other key staff across the agency. In addition, the staff member will be responsible for grant management and contributing to donor recognition efforts in support of maintaining and strengthening existing and new government and other large-scale donor funding partnerships.

Summary of essential functions/accountabilities:

Under the guidance and supervision of the Partnerships Manager, the Partnerships Specialist (P3):

  1. Assist in delivering against the fundraising targets of the Afghanistan Country Office (CO) and the implementation of the CO Resource Mobilization strategy by participating in the preparation and coordination of funding proposals, concept notes, briefing notes, internal and external analysis, and other relevant materials to foster donor engagement.
  2. In collaboration with Public Partnership Division (PPD), provide oversight, technical support, and guidance to the country office regarding proposal development and related grant management.
  3. In collaboration with the Communications Section, support the implementation of the Afghanistan Country Office visibility and recognition plans and related work plans to support UNICEF's role in Afghanistan and ensure donor visibility/communication materials’ requirements are met.
  4. Ensure timeliness and quality of donor reporting and other donor submissions. This includes gathering information, consolidation, editing, layout, and branding of all required reports on contributions to Afghanistan, ensuring compliance with donor requirements, quality of data, and systematic-results based reporting.
  5. Improve systems and processes to monitor grants and performance against crucial contribution management and donor reporting indicators. Ensure compliance with UNICEF standards and guidelines on oversight of CO’s donor reports, including managing a quality assurance system of sampling and feedback.
  6. Identify capacity strengthening needs in the CO for capacity building on resource mobilization; accordingly, design, prepare and implement various training or on-site support to CO as deemed appropriate to ensure that the relevant staff has the most up-to-date information on fundraising guidelines and requirements.
  7. Propose and/or undertake action on operational procedures to ensure there are effective work processes and a proper and efficient system of managing the records of CO donor submissions.

To qualify as an advocate for every child, you will have…

  • An advanced university degree (Master’s or higher) in International Development, Public Relations, Business Administration, or related discipline.
  • A minimum of five (5) years of relevant professional experience in fundraising, donor relations, external communications, and / or programme planning and monitoring
  • Fieldwork experience in fundraising, donor relations, and background/familiarity with emergencies are preferable.
  • Developing country work experience and/or familiarity with emergencies is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.
