UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Scope of Work:

The Partnerships Specialist will remotely support the Country Office and will undertake the following functions:

1) Humanitarian Response – Fundraising from Bilateral Donors and UNICEF National Committees:

  • Support in the Production of Donor Presentations, Consolidation of Funding Proposal, Pitches, Coordinating Inputs from Programme Sections.
  • Graphic Design of Material.
  • Join Donor Meetings when required.
  • Donor Pitching and active contribution towards reaching the overall resource mobilisation targets.
  1. Partnerships Management and Resource Mobilisation from Bilateral Donors and UNICEF National Committees:
  • Support on Donor Agreements.
  • Support in addressing queries from donor partners, coordinating inputs from sections, liaising with HQ UNICEF Private Fundraising & Partnership Division (PFP) and UNICEF Public Partnerships Division (PPD).
  • Assist in updating the Philippine Country Office’s Resource Mobilisation Strategy and pipeline tables.
  • Assist in gathering and compiling comprehensive and substantive analyses, briefs, notes, pitches and presentations, statistics, and other information requirements for senior management's meetings with existing or perspective donor inside or outside the Country which includes coordination of inputs from programme sections.
  • Support in the quality assurance of donor proposals and donor agreements, coordinating inputs from programme sections.
  • Donor pitching and active contribution towards reaching the overall resource mobilisation targets.

Tasks:

  1. Fundraising for the Humanitarian Response from Public and Private Donors.
  2. Partnerships Management and Resource Mobilisation from Bilateral Donors and UNICEF National Committees.

Deliverables:

• Donor presentations are produced with good quality graphic design, customised by donor and updated.

• Funding proposals and pitches are consolidated.

• Donor meetings are proactively organised, attended and followed up upon.

• Active pitching and contribution to the office’s resource mobilisation targets.

• Technical support to programme sections on donor agreements, liaising with UNICEF PFP/PPD.

• Queries from potential donors and partners are promptly addressed, in coordination with senior management and programme sections.

• The Philippine Country Office’s Resource Mobilisation Strategy and pipeline tables are up to date.

• Quality analyses, statistics, briefs, pitches and presentations and other relevant information are gathered / produced ahead of donor meetings in a timely manner, coordinating and sharing inputs with programme sections.

• Quality assurance of donor proposals and agreements, coordinating inputs from programme sections.

• Active pitching and contribution to the office’s regular resource mobilisation targets.

Qualifications and Competencies of Successful Consultant

  • Master’s Degree in Social Sciences, International Relations, Political Science, International Finance, public relations, media, communication, and or other relevant disciplines.

Work Experience:

  • 5 years of solid and successful professional work experience in all aspects of partnerships and resource mobilisation acquired preferably at international level in the public or private sector.

Languages:

  • Fluency in English and Filipino, both oral and written.
