**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Beirut Classification of duty station: \[\[filter12\]\] Standard Duration of Assignement : \[\[filter13\]\] Job Family: Education Type of contract : Non Staff Duration of contract : From 7 to 11 months Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 20/3/2023 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Development of Lebanon’s education sector was disrupted by the onset of the Syria Crisis, which obliged the Ministry of Education and Higher Education (MEHE) to focus on coordinating and managing an emergency response. Since 2011, MEHE has created places for more than 200,000 non-Lebanese students in its public schools under RACEI and RACEII strategies. Recently MEHE’s focus is on transitioning from emergency response to meeting the development challenges of managing a protracted crisis. This is critical if Lebanon is to be able to offer all children the kind of education envisaged in Sustainable Development Goal 4 by 2030. In 2021, MEHE developed the General Education 5 Year Plan as a contribution to realizing the humanitarian and development aims of the sector. The 5YP was launched in August 2021 and it forms part of a government-wide effort to transform Lebanon. This is reflected in the national development goal for Lebanon’s future: Lebanon’s high-quality human capital strengthens socio-economic development, innovation and resilience. Scope of the Assignment ------------------------ **Scope of the Assignment** The Partnership Specialist will be responsible for identifying, developing, and maintaining partnerships with organizations that align with the goals and mission of the Ministry of Education and Higher Education. This includes developing and implementing strategies to cultivate relationships with potential partners, negotiating and drafting partnership agreements, and managing existing partnerships to ensure that they are meeting the needs of the ministry. The Partnership Specialist will work closely within various teams with MEHE to identify opportunities for collaboration and to ensure that partnerships are integrated into MEHE’s overall strategy and aligned with the five-year plan for General Education. Long Description ---------------- **Duties & Responsibilities** - Identifying opportunities for MEHE to partner with private sector, national partners, international organizations, donors, and UN Agencies for the purpose of implementing the 5 Year Plan. - Work closely with DG of MEHE and his team to identify funding gaps, prioritize fundraising needs, and set fundraising targets of the 5 Year Plan. - Maintain close relationship and strengthen ties with existing partners. - Assess external and internal opportunities for resource mobilization and identification, and perform mapping of current and potential donors. - Provide inputs to outreach/publicity material geared towards partners and donors. - Develop and implement strategies to cultivate relationships with potential partners. - Negotiate and draft partnership agreements. - Work under the supervision of the DG of MEHE to manage existing partnerships at the ministry including monitoring progress and ensuring that the partnerships are meeting the needs and expectations of all parties. - Work closely with various teams within the ministry to identify opportunities for collaboration and integrate partnerships into MEHE’s overall strategy. - Identify best practices and lessons learned directly linked to resource mobilization and partnership-building activities. - Keep track of industry trends and best practices in partnership development and management. - Attend education events and conferences to network and identify potential partners within the sector. Long Description ---------------- **Expected Deliverables** The Consultant shall submit to UNESCO and DG of MEHE monthly activity reports in the specific responsibilities defined in this Terms of Reference that include the following: - Executive summary of the overall performance (tasks assigned vs actual accomplishments) - Key Monthly objectives & activities with clear & measurable indicators (outputs & outcomes) - Approach to work and methodology including challenges, limitations & adaptation in methodology and Lessons Learned - Implementation Plan, Milestones & Future steps (ongoing tasks and/or new cycle) - Contribution to MEHE ‘s organizational effectiveness - Communication, supporting visuals & testimonials: What key messages could be drafted for dissemination by the Director General and to which audiences/ Stakeholders The Consultant shall submit to UNESCO and DG “End of assignment closure report” including handing over of any documentation (electronic or otherwise), assets and deliverables belonging to MEHE. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- - Masters degree in business, marketing, public relations, or a related field. - At least 5 years of experience in partnership development and management. - Excellent communication and negotiation skills. - Strong organizational and project management skills. - Ability to work independently and as part of a team. - Ability to think strategically and creatively to identify new opportunities for partnerships. - Proficiency in English and Arabic. **DESIRABLE QUALIFICATIONS** ---------------------------- - Previous experience in fund-raising for an international organization is preferable. - Knowledge of Education sector is desirable. - Knowledge of French language is highly desirable. **Level of Effort and Duration of the Assignment** - The overall level of effort required from the Expert for this Assignment: This is a full-time position, requiring daily attendance at the workplace. - The assignment is for 11 months with possibility of extension depending on satisfactory performance and budget availability. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
