Background Information – Philippines

Established in 2016, UNOPS Philippines provides expert support to ensure sustainable project management, procurement and infrastructure activities in projects. With funds from the European Union (EU), UNOPS supports the Supreme Court, the Department of Justice, and the Department of the Interior and Local Government under the Governance in Justice (GOJUST) Programme (GOJUST2) through procurement, logistics, and grants management to push forward the justice reform agenda of the Philippine government through innovations and interventions; as well as providing grants to civil society organisations to improve access to justice of marginalised groups. In the Support to the Bangsamoro Transition (SUBATRA) Programme, UNOPS is working with the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Government strengthening capacities of the executive, legislative and judicial branches to ensure a smooth transition, also with funds from the EU.

In the health sector, UNOPS works with the Korean International Cooperation Agency (KOICA) for the construction of health facilities in Eastern Samar, and with the DOH / ADB in the HEAL project (Health System Enhancement to Address and Limit COVID-19).

The UNOPS Philippines Office is part of the UNOPS Cambodia Multi-Country Officer (KHMCO), which provides oversight, support and services to UNOPS operations in the country offices.

UNOPS Philippines is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio of projects and programs in the infrastructure, logistics management, procurement in health, rule of law, and governance sectors and subsequently is looking for qualified and committed experts.

Role Specific Reporting to the Country Manager, the Partnerships Senior Officer supports the identification and formulation of development projects and programmes and provides advice on the identification of relevant strategic approaches when engaging with the Government of the Philippines (GOP). The incumbent will assist in the coordination of business development and stakeholder management activities within UNOPS and with the GOP stakeholders, international financial institutions (IFIs), local and international NGOs, Civil Society Organizations and other development partners.

Functional Responsibilities

The incumbent will support UNOPS Philippines in the identification of potential collaboration opportunities with the GOP. The specific duties and responsibilities include the following: Government and partner Liaison

  • Liaise with various different Government of Philippines (GOP) Department’s counterparts and provide support in the identification and development of programme opportunities in Philippines, with a focus on procurement, infrastructure development, project management and fund management;
  • Network and solidify relationships between UNOPS and GOP;
  • Support the development with regional and provincial government counterparts, including the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
  • Support in developing, building and strengthening strategic partnerships, and identify and pursue business opportunities as per the agreed work plan;
  • Assist the supervisor in coordination of new activities with potential clients and partners, and organize targeted meetings and negotiations. Implement subsequent plan of action and follow-up for potential business acquisition and partnership development opportunities;
  • Proactively assist on all matters pertaining to relationship management with government counterparts , and follow-up as appropriate;
  • Contribute to coordinating and communicating with other stakeholders UNOPS’ value addition in view of consolidating UNOPS’ profile in country vis a vis government counterparts;
  • Provide support on any new initiatives by securing GOP support and provide advice to UNOPS Philippines and KHMCO on strategies for obtaining such support;
  • Completing Stakeholder mapping and assessment to inform Business Development Strategies for the Philippines. This will require coordination with PMs to ensure that project level stakeholder assessments are collated at the Country level.

    Partnerships and programme development

  • Provide assistance in a consultative process in development of the new project opportunities through undertaking discussions with all the concerned stakeholders including the government, private sector, donors, UN as appropriate.

  • Assist in the identification and negotiation of new projects and programmes under the supervision of the Country Manager and the Senior Project Managers.
  • Research events, publications and announcements, to track and screen opportunities for possible UNOPS interventions and identify trends that will drive partnership opportunities
  • Identify potential demand for technical services and report potential leads to the supervisor for further action
  • Participating in the Asia Region (AR) Partnerships Network to ensure that good partnership practice and knowledge is shared across the region.
  • Coordinating with Communications team members to produce high quality communication products for business development purposes.
  • Capturing and reporting on engagements in the oUP system to ensure that the pipeline of projects is developed with the support of the AR Director.

    Knowledge management and innovation

  • Contribute to the ongoing visibility, development and implementation of best practice and innovative approaches to maximize performance and sustain achievements in project and partnership development.
  • Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building within project and partnership development.
  • Provide regular feedback on existing systems, tools and resources to ensure its relevance to day-to-day operations.
  • Undertake other partnerships duties as required.

Education

  • Advanced Degree or equivalent is required. Preferably in International Relations, Public Relations, Public Policy, International Development, Engineering or related fields.
  • A combination of Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Experience

  • Minimum two (2) years of experience in government liaison or partnership development with a focus on project, policy development or related field is required;
  • Experience coordinating work between different sectors and stakeholders, particularly with government networks is an asset;
  • Proven track record to establish and maintain strong working relations with senior officials in line ministries is preferred;
  • Prior experience in procurement, infrastructure development, project management and fund management or related field is an asset;
  • Experience in project design and/or project document development is an asset.
  • Experience in the Philippines public service an added advantage;
  • Experience at a senior level Staff/Consultant in development cooperation and coordination with International Organizations an added advantage.
  • Prior experience in quality assurance and quality control of project documents is an added advantage.

Languages

  • Fluency in both written and spoken English is strongly desired.
  • Fluency in Tagalog Language is strongly desired.

  • Contract level: LICA 9 / ICS 9
  • Contract duration: On-going ICA and subject to organizational requirements, availability of funds and satisfactory performance.
  • Duty station: Manila, Philippines. Manila is a family duty station.
