Background:

As a part of its Strategic Planning, the IRC Lebanon has recognized that working with Local and International partners will continue to grow in its relevance and created a partnerships unit in 2017 with more that 20 established partnerships today in 2020 with local actors and governmental bodies. Effective partnerships with local and national CSOs and government entities enable the IRC to pursue the strategic objectives set out in IRC Strategy 100 and result in better outcomes for the people we serve.

Project Description:

Based in Beirut with occasional travel to the Field Offices in Zahle, Qobayat, and Tripoli the Partnerships Officer will work in the IRC partnership Unit. The purpose of the Partnership Unit is to support on the management and coordination of IRC's partnership related work in accordance with the IRC Partnership Excellence for Equality and Results (PEERS). He/she will be directly reporting to the Partnerships Manager.

The Partnership Officer will play a key role in supporting partners and IRC in the development of joint projects. The role will ensure effective partnership management processes (with the coordination and support of the Partnership Manager) to ensure well planned, timely, coordinated, and coherent partnership management.

Main Responsibilities:

Partnership Agreement Management:

- Support in the pre-award due diligence process with respect to all sub-awards, including through appropriate vetting, facilitation of partner capacity analysis sessions, assist in the analysis of risks associated with the award, and the identification and implementation of appropriate measures to manage those risks, working with other departments as appropriate. - Support the partnership team to coordinate the partners’ program, finance and compliance monitoring plans and visits, ensure tools are in place for donor compliance and progress against objectives, and that key monitoring information, reflection sessions, concerns, issues, and learning are documented. - Participate in regular partner monitoring visits to engage and support partners in the implementation of their daily activities, ensuring adherence to donor and IRC regulations. - Assist the partnership team to draft partners’ agreement packages in coordination with all internal relevant units and compliance unit in HQ, including following up on and completing the OTIS flow. - Update the Lebanon Partnership Tracker on a regular basis.

Partner Support and Capacity Sharing

- Collaborate with other IRC departments (Supply Chain, Finance, HR, grants, and Programs to support the partners) and identify opportunities for IRC to support partner capacity strengthening efforts. - Support IRC’s role in the delivery of capacity strengthening plans for partners in close coordination with the partnerships manager. - Support the partners in the development of the narrative proposals and budget.

Documentation and Reporting:

- Ensure that comprehensive electronic and physical files for partnerships are maintained. - Work with project lead and other partnership staff to review monthly internal reports and support the drafting and compilation of partner reports into overall donor reports. - Any other duties as assigned by the Partnership Manager or Partnership Coordinator.

Qualifications

- Bachelor’s degree in relevant discipline. - Demonstrated successful experience working with local partners and/or grants management. - Highly organized, close attention to detail, open to learning, and ability to effectively prioritize tasks in a fluid environment. - Professional fluency in spoken and written English and Arabic; able to communicate concisely and with impact. - Very strong English writing and editing skills; strong computer skills.

Working Environment:

Staff will be based in Beirut with possible travel to field locations, upon business needs.
