Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.

Today NRC is providing support to people affected by armed conflict and those fleeing in search of safety.

Prior to the escalation in armed conflict in February, NRC’s operations focused on government-controlled areas (GCA) of the Donbas Region (Luhansk and Donetsk Oblasts). With the temporary relocation of NRC’s staff and operations to Central and Western Ukraine, NRC will continue to support populations in the East with emergency, life-saving food, NFI and emergency shelter assistance to people trapped in hot zones. In the West, NRC established a temporary national HUB in the Ivano-Frankivska region and is establishing area offices in Ternopil and Dnipro. Additionally, NRC is planning to establish field offices in Lviv and Mokachevo. The Western response will focus on assisting people on the move with cash and ICLA services and provide multi-sectoral support to key transit points. The Eastern response will initially focus on procurement and delivery of food and key relief items to Donetsk, Luhansk and Kharkiv regions.

Duties & Responsibilities

Norwegian Refugee Council (NRC) is rapidly expanding partnership portfolio of national organisations in Ukraine in order to rapidly scale up emergency response and is also entering in partnership with different international organisations in order to enhance and complement the response.

NRC is seeking an experienced Partnership Manager to provide leadership for all the work with local partners in Ukraine as it works to build the ownership, capacity, and resources of local partners to effectively respond to humanitarian needs in the country.

This position will lead the development and implementation of the partnership strategy that contributes to programme sustainability and high quality programs. Leads implementation of the core process of partnership management.

  1. Manage mapping of partners, the coordination and contracting.
  2. Provide technical support to partners, in particular on M&E, grants management issues and financial management and compliance.
  3. Oversee harmonised monitoring & evaluation and ensure availability of meaningful data on quality of project implementation
  4. Support partner’s adherence to the NRC policies, tools, handbooks and guidelines; provide compliance spotcheck / audit support and coordination
  5. Capacity building of partnership staff and transfer of key skills
  6. Liaison and collaboration with relevant stakeholders
  7. Ensure up to date Due Diligence on all parties and downstream partners is conducted and documented; provide technical support as required.

Skills & Experience

  • Minimum 5 years of experience of grants management and programmatic implementation in a humanitarian/recovery context
  • Good skills and experience in all aspects of programme cycle management - design and development, implementation, and monitoring and evaluation
  • Experience from working in complex and volatile contexts
  • Experience in mainstreaming protection concepts within a humanitarian operation.
  • Ability to coordinate tasks and work processes and work with short deadlines
  • Documented results related to the position’s responsibilities
  • Experience with facilitating and leading internal organisational processes.
  • Fluency in English, both written and verbal
  • Previous experience of working with local partners
  • Diplomacy and facilitation skills are essential
  • Knowledge of Ukraine context is an asset
  • Knowledge of Russian/Ukrainian language is an asset
  • Advanced computer skills, especially in Word, Excel, Power Point and Outlook.

Access to a Schengen visa is required for positions in Ukraine

What We Offer

  • Travel: 10%
  • Contract: 6 months
  • Salary: According to NRC’s Salary Scale. NRC offers a competitive compensation and benefits package, including R&R.
