Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations. DRC has been operating in Ukraine since 2014, currently DRC employs over 600 staff in Ukraine and will continue significant scale-up in 2022 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

Overall purpose of the role:

DRC’s Partnership Manager under the guidance and supervision of the Head of Operations and in coordination with the Partnership/Localization Technical Coordinator is leading the management of DRC Ukraine Partnership Unit, including necessary operational tools and processes and contributing to the implementation of DRC Ukraine’s partnership strategy.

Responsibilities:

  • Partnerships Management

    • In coordination with the Technical Coordinator, input into the development of partnership standards, requirements, and operational procedures starting from DRC global policy and strategy.
    • In coordination with the Technical Coordinator participate to the development of operational tools and training modules in cooperation with relevant programme units.
    • Lead the implementation of supervision tools for DRC partners:
    • Implement programmatic supervision tools, coordinating its implementation with Programme and Area teams.
    • Support area-based teams in monitoring partner activity according to agreed tools, processes and procedures.
    • National review of partners performance, including monitoring of programmatic and budgetary achievements; summarizing and including review from MEAL, CB and relevant Programme teams.
    • Administrative supervision for DRC partners:
    • Implement administrative supervision including due diligence and partner vetting, and contract and compliance oversight; coordinating its implementation with programme and support teams.
    • Provide ongoing oversight of partner adherence to contract and operational compliance in coordination with program and support teams.
    • Support area teams in engaging with partners on contractual oversight of partners where needs are identified
    • Capacity building:
    • Lead on the development of capacity exchange and strengthening strategies for CSOs as it relates to due diligence and compliance support.
    • Support capacity exchange and strengthening and understanding of tools and processes with individual partners
    • Support prioritization of capacity building efforts based on technical supervision of both programmatic and administrative aspects.
    • Evaluate DRC and partner performance to identify long-term partners for DRC activities.
    • Together with the Technical Coordinator, provide inputs for monthly, quarterly, and annual donor reports, if required, concerning partnership’s results, challenges, and achievements.
    • Conduct regular field missions to all DRC and partner field offices to provide technical and operational guidance, support, and supervision.
  • Project Implementation

  • Oversee project implementation of current projects involving DRC partners, provide day-to-day mentoring to Partnership Unit team and DRC Partners to ensure projects are implemented on time and on scope

  • Ensure compliance of current & proposed projects within scope of DRC and donor(s) standards and regulations
  • Ensure project staff receive timely guidance and support
  • Develop clear lines of communication between the project staff and partner CSOs
  • Develop tools and processes to capture, share and incorporate lessons learned and best practices to inform and enhance quality of programming
  • Coordinate with and provide support to DRC Ukraine’s sectors on capacity exchange and strengthening initatives

Accountability and reporting

    • Develop and monitor relevant accountability initiatives within the partnership programme as well as strengthen the effort to document the impact of activities implemented in partnership with CSOs.
    • Manage relevant Partnership Unit tracking tools, and propose regular improvements via internal consultations
    • Ensure compliance with internal and external reporting requirements.
  • People Management:

    • Manage partnership staff in the Country office assigned to the unit.
    • Conduct, develop, and monitor relevant accountability initiatives within the partnership programme as well as strengthen the effort to document the impact of activities.
    • Ensure compliance with internal and external reporting requirements.
    • Lead and/or participate in meetings with partner CSOs and DRC relevant programme units to share best practices to ensure the highest quality of the response.
  • Coordination:

    • Ensure the coordination with DRC’s partners and DRC programme and support service units.
    • Ensure external coordination with relevant stakeholders.

Experience and technical competencies:

  • Experience:

    • Minimum 4-6 years of proven international experience in NGO projects, ideally in partnership and capacity building for national CSOs Programmes
    • Proven experiences in developing strategies and processes.
    • Proven experience in implementing partnership Programmes in complex emergency contexts
    • At least 2 years' experience with people management
    • Experience in carrying out humanitarian interventions through and in coordination with implementing partner organizations
    • Previous experience with DRC is an important asset, desirable in emergency context
  • Competencies:

    • Writing and editing skills for external audiences (including governments and donors)
    • Production of high-quality technical material (training material, programme tools, proposals, strategic documents, etc.)
    • Monitoring, Evaluation and learning in partnership Programmes
    • Effective team-player and problem solver
    • Efficient time and priority management with attention to deadlines
    • Calm and diplomatic in nature

Education:

Required: Master's degree in social sciences, finance, or any other relevant field

Languages:

  • Required: English, fluent
