DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection, and advocacy programs through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon, and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life-sustaining assistance, to strengthen the protective environment, and reduce displacement-related risks and vulnerabilities by promoting self-reliance at household and community levels.

ِAbout the job

The Program Support Officer is responsible for supporting and promoting DRC’s positive working relationships with key stakeholders and providing support to programs teams in preparing the sub-agreements, Memorandum of Understanding (MOU) agreements, and any other requirements needed for the implementation of DRC activities in Yemen. The Program Support Officer will also be responsible for preparing the required reports, trackers, and other correspondence documents needed by DRC Yemen. This role reports to the Partnership and Localization Manager and coordinates internally with all departments to collect necessary documentation for submission of sub-agreements and reports.

Geographic scope: Country Yemen – Sana’a

The duty station of the Partnership Officer- Program Support will be based in Sana’a Sana’a with frequent travel to field locations

Duties and Responsibilities:

Coordination with Technical and Support Teams

  • Work closely with the liaison department to provide the programmatic technical requirements requested by the authorities
  • Work closely with the programs and support teams to collect relevant information and documentation related to sub-agreements including the development of budgets and other relevant annexes in timelines aligned with requirements by authorities
  • Regularly update the partnership and localization manager on sub-agreement progress.
  • Ensure all documents and reports are up to date and accessible to relevant staff, and compile and file all job-related documents and letters in an organized archive system
  • Maintain a database of all relevant stakeholders and focal points
  • Ensure, as far as possible, that DRC sub-agreements are submitted and approved on time and in compliance with DRC requirements and principles
  • Prepare periodic reports for local authorities in coordination with DRC Programme staff and ensure that the required reports are submitted in a timely manner
  • Support the Partnership and localization Manager in external relationships with authorities and government on programmatic issues and in building external relationships with key stakeholders.
  • In consultation with Partnership & Localization Manager, prepare and issue correspondence to national authorities as necessary. Respond to any official correspondence or requests for information in a timely manner.
  • Responsible for DRC’s sub-agreements with related authorities in North Yemen, including preparation, submission, and reporting.
  • Review and translate the documents needed for the submission of the SA.
  • Prepare trackers for all the SA processes and report submissions and update the online systems.
  • Capture and share lessons learned for ensuring positive collaboration with national and local authorities in the north of Yemen
  • Works to support the Partnership and localization manager in any other tasks related to program Sub-Agreements in order to ensure a smooth implementation of DRC program activities.

Capacity and Needs Assessments and Partnership Engagement

  • Provide support to DRC’s Partnerships team in establishing and maintaining productive links between partners and DRC Program teams when drafting sub-agreement documents, conducting partner selection, and assessing due diligence criteria
  • Support pre-award due diligence of potential partners using DRC due diligence tools
  • Assist the Partnerships team in the partner selection process by drafting Request for Application documents, performing an initial assessment of partners’ proposals, arranging selection committee meetings, and recording meeting notes and pre-award due diligence process
  • Lead on planning and support delivery of all capacity building training including liaising with participants before, during, and after the training

Archiving

  • Keep computerized records that can easily track all Sub agreements, which includes all Annexes and communications
  • Keep manual records of all Sub agreements processes, etc.

About you

To be successful in this role you must have:

  • At least three years working with external stakeholders and relevant authorities with a basic understanding of WASH, FSL, Protection, Mine Action, and Emergency Response.
  • Excellent planning, coordination, and communication skills;
  • Proven experience in negotiations desirable.
  • Full professional proficiency in English and Arabic is required
  • Excellent skills in MS Office specially Excel and Word in English and Arabic
  • Ability/willingness to undertake frequent field visits and be a team player;
  • Ability to work under pressure and insecure environment
  • Experience writing reports and working with budgets
  • Experience working with national partners and/or sub-grants
  • Good knowledge of relevant donor compliance regulations is an advantage
  • Professional background in working in contexts with internally displaced persons and/or refugees
  • Experience working in multicultural work settings.

Moreover, we also expect the following:

Required Qualifications

Degree in political science, international development, economics or another relevant field is desirable.

Languages:

• Full professional proficiency in English

• Fluency in written and spoken Arabic

  • We offer

DRC will offer the successful applicant a 12 months contract, renewable dependent on both funding and performance. You must be available to start work from 1st of September 2023 and be willing and able to work in Sana’a****.
