NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.

Role Specific Information

The national Partnership Coordinator will significantly contribute to implementing NRC Sudan local partnership strategy. NRC Sudan has a broader perspective on local capacities and partnerships, beyond local NGOs, and seeks to support public and private actors that can serve as lead agents in responding to the needs of their community. The role requires a diverse set of skills including an understanding of partnership programming in the humanitarian sector and the ability to explain and share knowledge with a wide range of stakeholders. The Partnership Coordinator will promote ways of working that respect partner contribution to the achievement of the programmatic goals and supports adherence to humanitarian principles.

The position will be part of the Programme unit and Grants Management team and work closely with Technical Specialists, Project Development Managers and Area Offices to ensure effective implementation of the partnership strategy. The incumbent is expected to serve as a help desk on the NRC existing toolkits and guidelines so that Area Offices can receive real-time support on how to work with local partners.

The Partnership Coordinator will also be directly responsible for identifying capacity needs and organising training and mentoring sessions for the local NGOs, in close coordination with NRC Programme and Support teams.

The following is a brief description of the role.

Duties & Responsibilities

  • Contribute to adapting NRC’s global partnership toolkit and developing NRC Sudan’s way of working around partnership, including role and responsibilities through the Project Cycle and ensuring the application of appropriate systems and practices;
  • Contribute to a harmonised approach to the partnership among NRC Sudan programme response and NRC’s partners in line with NRC policy, guidance notes and toolkits;
  • Support Area Offices on how to work with local partners;
  • Support fundraising for projects that involve direct implementation of local partners;
  • Support learning and development of NRC staff on issues of partnership;
  • Ensuring the NRC Sudan partnership approach is disseminated across all units and area offices.
  • Contribute towards Identification and Assessment of Partners: Support Area Offices and programme staff in the identification of local and national NGOs and CSOs, lead on assessment and contribute towards the development of capacity building plans;
  • Project Cycle Management (PCM): Support and facilitate field teams across all departments (including Area Office, Support, Programme Unit, etc.) in engaging with and applying NRC’s partnership SOP and tools throughout the project cycle, including supporting Area Offices to identify potential partners, conduct organisational capacity assessments, and review partner performance and provide technical support to NRC implementing teams on issues related with projects implemented by partners; Oversee the development of new project proposals by partners in collaboration with Programme unit, drafting and preparing contract agreements, and ensure Area Offices are providing support to partners during implementation;
  • Evaluation: Contribute to evaluation and lessons learnt on working with partners;
  • Capacity Development: Lead the identification of partner capacity development needs, and the development of partner capacity building programmes in coordination with other NRC Sudan departments; Work with the NRC Sudan team to identify NRC staff capacity needs (in relation to partnerships) and address them with training, coaching, and mentoring schemes;
  • Technical Quality: Provide oversight to the overall NRC Sudan partnership approach, ensuring that NRC downstream toolkit is used across the project cycle, and manage the overall partnership grant agreement portfolio; Facilitate the continued development and improvement of NRC Sudan’s partnership Standard Operating Procedures (SOPs) and tools, based on lessons learned and feedback; Work actively with the protection, accountability, grants and technical teams to ensure strong mainstreaming of core NRC principles across operational partners; act as focal point for contract issue, such as queries on rules and regulation, revisions, budget modification, ensuring inputs from relevant NRC colleague are provided timely; maintain NRC Partnership filing tree system;
  • Coordination and Representation: As delegated by the Grants Manager/ HoP, lead NRC Sudan’s engagement in relevant partnership coordination efforts with other international agencies. Maintain effective and positive working relationships with relevant stakeholders including partner agencies;
  • Contribute to Fundraising and Integrated Programming: Support the Grants Manager/ Head of Programme in identifying new funding opportunities to expand NRC’s portfolio implemented with partners and in the development of NRC Sudan’s integrated programming, with relevance to partners.

Our Ideal Candidate:

  • Minimum 3 years of experience of relevant experience in a related field, including in partnerships and civil society strengthening;
  • Proven ability to work effectively with national and local civil society organizations required;
  • Good understanding of donor regulations and grants management (e.g. with institutional humanitarian and development donors);
  • Strong personal organisational skills,
  • Above average computer skills, particularly in Microsoft Windows Word and Excel;
  • Willingness to travel to field offices and work in difficult environment according to travel requirements.
  • Good cultural awareness and sensitivity;
  • Planning across multiple activities and complex projects;
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector;
  • Holds self-accountable for managing resources efficiently, holds the team and partners accountable to deliver on their responsibilities.
  • Excellent written and oral communication skills in English and Arabic;

Travel : 40% Area Office travel
