The UN Volunteer will be working with UNDP together with Ministry of Environment, Climate, Tourism and Hospitality Industry. The UN Volunteer will be based in Harare with frequent travel around the country. The UNV will support the Ministry of Environment, Climate, Tourism and Hospitality Industry in the implementation of several climate related programmes and the UNDP-supported projects in the Ministry as well facilitate synergies between the development partners at the national level.

Zimbabwe submitted its Intended Nationally Determined Contribution (INDC) in 2015 which became the which became the counties first generation Nationally Determined Contribution in 2017 when the country ratified the Paris Agreement. In line with the Paris Agreement to Revise NDCs every five years, Zimbabwe submitted its revised Nationally Determined Contribution (NDC) which represents a fair and ambitious 7% increase in emission reduction from the first generation NDC identifying 17 mitigation actions across all the four IPCC sectors. On average, the Forestry and Other Land Use sub-sector alone was the largest net GHG emitting sector between 2010 and 2017, with an average net emission of 13 million tonnes. Additionally, the scope of gases covered by the mitigation contribution has been expanded to include Hydrofluorocarbons (HFCs) and Black Carbon (a short-lived climate pollutant), in addition to the carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O) from the INDC. Co-emitted air pollutants were also included. In addition, the Revised NDC presented adaptation actions in response to the country’s high vulnerability to climate change impacts which will be implemented through the National Adaptation Plan that is being finalised.

As part of the UNDP’s commitment to the Ministry of Environment in strengthening coordination (vertical and horizontal) across sectors, regional units and development partners as well as facilitate action to implement the NDC’s and LTs- LEDS, UNDP seeks a partnership coordinator for Zimbabwe.

Within the delegated authority and under the supervision of Director, Climate Change Management Department and Team Leader, PRECC in UNDP or his/her designated mandated representative(s), the UNV partnership coordinator will coordinate and support facilitation towards the implementation of the NDC and LEDS implementation. Working on behalf of within the government, the partnership coordinator plays a central role in ensuring the advancement of the NDC Partnership Plan and the NDC Partnership Country Engagement Strategy. The NDC facilitator for the Climate Change Management Department will be embedded for a period of 1 year to support the Partnership’s country engagement process, including coordinating of the Partnership Plan, advise on and support the implementation and resources mobilization for the Partnership Plan, build synergies across NDC sectors, development partners and monitor the progress of NDC Partnership Plan implementation. In addition to this, the partnership coordinator will also support the alignment of the NDC Partnership Plan to the NDC and LEDS and play a role in mobilisation of finance to support implementation This work will have four core roles and responsibilities, including but not be limited to:

i. Coordination (internal and external)  Facilitate and support the CCMD for NDC coordination and monitoring as well as guide overall implementation of NDC across sectors, working through existing coordination and governance mechanisms in country, such as the High level NDC Implementation Committee and its subcommittees;  Facilitate periodic coordination and information exchanges among partners, with the aim of leveraging and mobilizing their respective advantages in support of the NDC Partnership Plan actions. ii. Integrated Planning and Implementation (whole of government/society)  Support CCMD to coordinate key stakeholders in articulating their needs for achieving NDC targets within  a results-based framework format, and development and implementation of the NDC Partnership Plan;  Support domestic and international resource mobilization for implementation of Zimbabwe’s NDC Partnership Plan as well as the NDC’s and LEDS.  Support the alignment and integration of the NDC Partnership Plan, LEDS, incoming National Adaptation Plan, and others in existing national plans/strategies, governance mechanisms and provide services to strengthen coordination and harmonization, as needed.  Support mobilisation of domestic and international resources for NDC implementation  Support in the implementation of any other NDC related UNDP Programmes iii. Capacity Strengthening (in country)  • Support CCMD, and sectors to develop their capacity through hands on training including accessing the required Technical Assistance to develop and implement cross sector NDC priority actions; iv. Communications and Reporting • Support the Government of Zimbabwe in tracking the progress of implementation of the NDC, the NDC Partnership Plan, and general in-country engagement and provide periodic progress updates including success stories to the NDC Partnership Steering Committee, through the Support Unit Knowledge and Learning team.

Relevant experience in environmental public policy fields with practical experience in climate change, adaptation mitigation planning and implementation relating to Zimbabwe’s NDC and LEDS;  Demonstrated understanding of the provisions and the Paris Agreement and the national obligations to the agreement  Demonstrated understanding of the macroeconomic level policy framework, SDGs mainstreaming and of the drivers/enablers for achieving objective of the NDCs and LEDS  Experience in Climate change policy development, coordination and integration of NDCs, project and program design, management, monitoring and evaluation, including budget development and management in climate change  Experience in coordinating multi-stakeholder initiatives under the NDC and related frameworks.  Experience in working in a multi-cultural environment in Africa and Zimbabwe.  Experience in resource mobilisation experience for both domestic and international financing. This could include identification of donors and development of grant proposals for Zimbabwe’s NDC.  Demonstrated capacity for fundraising through bilateral or multilateral partners is an advantage.  Experience in identifying key issues in a complex situation, and consulting, gathering, and analyzing relevant information before proposing and implementing decisive actions or recommendations.

Zimbabwe is located in Southern Africa and has three seasons, cool and dry from May-Aug, hot and dry from Sep-Nov, warm and wet from Dec-Apr. The capital Harare is situated in the North East of the country in Mashonaland. The middle plateau of the country is Malaria free and prophylaxis is highly recommended in low lying and hot areas. The currency in use is USD and all basic food and accessories are available. There are public and private health facilities as well as social amenities available in Harare. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
