This is a UNV International Youth contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Youth contracts.

The Policy and Partnership unit advises and manages WFP collaboration with the government institutions and development partners. It enhances WP’s leadership status in different forums and platforms related to food security and nutrition, gender and peacebuilding and other issues. The unit works in close collaboration with the Programme units and functions identifying new partnership opportunities and following up of the existing partnerships and engaging in Partnership with Ministries on overall level, including maintaining liaison. The unit is also responsible for providing policy support to Programme and other Functions contributing to and following up of the different Government programmes and strategies and their implementation.

Under the direct supervision of Head of Policy and Partnership Unit, the UN Volunteer will undertake the following tasks: • Contribute to the implementation of capacity strengthening and partnership strategies and to ensure timely and cost-effective delivery of results in accordance with the WFP Corpo-rate Strategy and the Country Strategic Plan, contribute to the preparation of Partnership Action Plan (PAP) • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines. • Support the effective collaboration, implementation and monitoring of ongoing project ac-tivities with internal counterparts; assist with creating the linkage between operational and strategic partnerships through better documentation and tracking of the current and po-tential collaboration
• Provides support in coordination and communication with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure ef-ficient delivery of food assistance, support the Rome-Based collaboration (RBA) related activities i.e. Action Plan, Reporting etc.) • Attend meetings with the UN and other multilateral bodies, NGOs, taking notes, sharing information, and supporting joint information programmes to increase WFP’s profile, and protect WFP interests, providing support to Agriculture, Rural Development, Food Securi-ty and Nutrition (ARDFSN) and Social Protection (SP) Working Group Meetings within Development Partners Coordination Council (DPCC); providing assistance with the UN Socio-Economic Response Framework to COVID-19 in the Kyrgyz Republic (SERF) and United Nations Development Assistance Framework (UNDAF).
• Support the capacity building of WFP staff, cooperating partners and national government within specific technical areas. • Act as a point of contact for the resolution of a range of operational queries and problems within a specific technical area of responsibility. • Assist with creating the linkage between operational and strategic partnerships through better documentation and tracking of the current and potential collaboration • Undertake other duties as required.

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including par-ticipation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs • Have built an understanding of how WFP operates. • Have become familiar with relevant political processes in the UN and in government enti-ties. • Has a basic understanding of government strategies. • Has developed effective relationships with partners and explored new areas to scale-up existing activities and researched new opportunities. • Has developed powerful narratives by using data analysis visualization to enable action-oriented discussions with partners. • Has prepared briefs to raise resources for operations and collaborated for timely registra-tion, maintenance and update of contributions and forecasts. • Has provided advanced technical support and identified opportunities for service delivery excellence to strengthen partnerships. • Has motivated team spirit and contributed to a gender-balanced, inclusive and sound work-ing environment. • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities partici-pated in and capacities developed

or demonstrated interest and/or experience up to 2 years in International Relations, Development, Project Management; • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded; • Excellent skills in Microsoft Office and similar software; • Excellent command of English; Working knowledge of Russian (or Kyrgyz) would be an asset.

The Kyrgyz people are well known for their hospitality. While the UNV will be based in Bishkek, a pleasant capital allowing for inexpensive yet good quality life-style, the assignment may include missions to the field, and there is a difference in availability of amenities between urban and rural areas. Winters can be very cold and summers hot, and there is lot of temperature difference in cities like Bishkek and high-altitude mountains. While the UN country team has made investments for COVID-19 treatment support, the health care system lacks modern health care technology, equipment and supplies of Western standards. Undergoing complicated transition period, the Kyrgyz Republic has a history of turbulent civil unrests (so called revolutions of 2005 and 2010, interethnic conflict in the Southern part of the country in 2010 and recent protests against the October 2020 elections), but the security situation is now calm and stable. The Kyrgyz Republic is located in an active seismic zone. Thus, among the variety of natural hazards, an earthquake has the highest potential to become a natural disaster. The Kyrgyz Republic has lifted travel restrictions (a negative PCR test required) and the UN allows, after an initial upon-arrival quarantine, presence in the office and in-country travel, following physical distancing and other safety measures (the return-to-office-plan currently allows for up to 50% in-person presence in the office with certain seating and ventilation requirements). The UN is closely monitoring the situation and adjusting the COVID-19 measures accordingly.
